Criteria framework for evaluating cadres under the management of the Central Committee, Politburo, and Secretariat

The Politburo has new regulations on the evaluation criteria framework for individual leaders and managers under the management of the Party Central Committee, the Politburo, and the Secretariat.

Standing member of the Secretariat Tran Cam Tu signed and issued Regulation 366 of the Politburo on reviewing, evaluating, and classifying the quality of collectives and individuals in the political system. The new regulation replaces Regulation 124/2023 of the Politburo.

New regulations of the Politburo on reviewing and classifying cadres from the central to grassroots levels

The Politburo stated that the review results are the basis for evaluating and classifying the quality of collectives and individuals.

The quarterly assessment results are used as the basis for annual assessment and for personnel work when necessary. The annual assessment results are used as the basis for term assessment.

According to the Politburo, the review, assessment and classification of the quality of collectives and individuals in the political system must promote the spirit of self-criticism, self-reflection, self-correction, and seeing the advantages to promote and the limitations and shortcomings to overcome.

Proactively detect and prevent signs of degradation, "self-evolution", "self-transformation", corruption, waste and negativity.

The Politburo prescribes a framework, principles, and guidelines for Party committees, Party organizations, agencies, and units to continue to specify, especially the review content, and develop a set of evaluation criteria suitable to the characteristics of the industry, field, responsibilities, and tasks according to management decentralization.

The results of the assessment and classification of cadres, civil servants, public employees and workers are the basis for assessing and classifying the quality of party members.

Assessment results are used as a basis for screening, planning, training, fostering, rotating, arranging, using and appointing staff.

This result also serves as the basis for replacing, temporarily suspending, removing from office, resigning, and dismissing leaders and managers; taking measures to manage and use cadres, civil servants, public employees, and workers in accordance with their level of task completion, or dismissing them when they do not meet requirements.

The quality of the collective and individuals after review and evaluation is classified according to the following levels: Excellent task completion; good task completion; task completion; task failure.

Evaluation criteria framework for Vice President and Deputy Prime Minister

Notably, issued with this Regulation is an appendix on the evaluation criteria framework for individual leaders and managers under the management of the Party Central Committee, Politburo, and Secretariat with a 100-point scale.

Specifically, the general criteria group (30 points) will review : political qualities, ethics, lifestyle, exemplary performance of responsibilities; innovative thinking, strategy, desire to contribute, dare to think, dare to do; self-criticism and criticism, self-reflection, self-correction, overcoming limitations and shortcomings...

The group of criteria on task performance results and leadership and management capacity according to positions is set at 70 points . Each task will be reviewed and compared according to the leadership and management positions under the management of the Central Executive Committee, Politburo, and Secretariat.

Such as the positions of Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister; positions of the Party agencies at the Central level; positions of the National Assembly agencies; positions of the Government agencies; positions of the Office of the President.

Positions of judicial agencies; positions of the Fatherland Front and Central socio-political organizations; positions of the Central Military Commission, Central Public Security Party Committee; positions of provincial and municipal Party Committees.

For the Vice President, evaluate criteria for results of performing assigned duties and tasks. Evaluate criteria for results of leadership, direction, administration, and organization of implementation of assigned tasks within the scope of responsibility.

For the Deputy Prime Minister, evaluate specific criteria such as the results of performing assigned duties and tasks such as organizing the implementation of policies, resolutions, conclusions of the Party Central Committee, Politburo, Secretariat, and the Government's work program with specific products:

Strategies, plans, projects, legal documents related to the assigned field and ensure tasks are completed on schedule, achieving quality ≥ 90%.

Complete assigned major policy targets: Have at least 2 major projects and policies/year approved by competent authorities.

Proposing initiatives and strategic solutions: At least 1 initiative with positive impact and high practical efficiency. Thematic reports submitted to competent authorities: ≥ 2 in-depth reports/year with high evaluation...

Evaluate the results of leadership, direction, management, and implementation of tasks within the assigned scope (ministry, agency, locality). Such as the effectiveness of inter-sectoral management and coordination: Timely handle inter-sectoral problems, do not let them accumulate beyond the level.

Directing the handling of crises, hot spots, and complex situations: There are ≥ 2 situations that are handled effectively, without prolonged negative consequences.

Addressing institutional bottlenecks, administrative reform, and digital transformation: Having specific initiatives/solutions recognized by competent authorities; completing ≥ 2 reform contents according to plan.

Responsible for the quality of policies and laws within the scope of responsibility: No delays or major errors in institution building; ≥ 80% of documents are assessed as meeting requirements.

For ministries, branches and localities assigned to be in charge: the rate of completion of assigned tasks of ministries/branches/localities: ≥ 90% of assigned units successfully complete their tasks.

Public investment disbursement rate: Achieved ≥ 95% of assigned plan, no projects seriously behind schedule...

The position of Vice President of the National Assembly and other positions are also evaluated based on specific criteria on the results of performing assigned duties and tasks. The results of leadership, direction, management, and organization of task implementation within the scope of responsibility.
