Encouraging private sector enterprises to participate in building digital infrastructure

(laichau.gov.vn) Deputy Prime Minister Nguyen Chi Dung has just signed Decision No. 2161/QD-TTg dated September 29, 2025 approving the Program to encourage private sector enterprises to participate in building telecommunications infrastructure and other infrastructure for national digital transformation by 2030 (Program).

Encouraging the development of modern, smart, green and sustainable digital infrastructure

The general objective of the Program is to attract private sector enterprises to participate in investing in the construction of telecommunications infrastructure and other infrastructures for national digital transformation (digital infrastructure), focusing on new types of digital infrastructure with much room for development such as data centers, cloud computing, physical-digital infrastructure, digital utility infrastructure and digital technology such as services, high-quality broadband connection infrastructure to maximize the potential and strengths of the private sector, mobilize and effectively use all social resources to develop digital infrastructure.

Remove institutional and policy barriers, create an equal, transparent business environment, and healthy competition in digital infrastructure development; strengthen information security, network security, and data security to serve the development of the digital economy , digital society, and digital government.

Encourage private enterprises to take the lead in applying advanced technology, innovation, internal digital transformation, developing modern, smart, green and sustainable digital infrastructure, meeting international standards, in line with development trends and international integration requirements.

Strive to have at least 02 private sector enterprises participating in the global value chain of the digital ecosystem

The program strives to basically complete the following specific goals by 2030:

- Private sector enterprises participating in investment own at least 04 additional international submarine optical cable lines.

- The average revenue growth rate of private sector enterprises providing terrestrial mobile telecommunications services that do not use radio frequency bands is about 12-15%/year, contributing to diversifying the mobile telecommunications service market and providing new services.

- The average revenue growth rate of private sector enterprises providing fixed broadband telecommunications services is about 10-12%/year.

- Private sector enterprises invest in building new, modern, large-scale data centers that meet international and green standards, with a total design capacity accounting for at least 50% of the total capacity of data centers providing public services nationwide.

- Attract at least 02 leading technology enterprises in the world to invest in building and operating large data centers and artificial intelligence data centers in Vietnam.

- Private sector enterprises are deeply involved in investing and developing physical-digital infrastructure serving the fields of smart cities, smart transportation, smart seaports, smart factories, smart agriculture, etc. with pilot models and practical implementation in localities.

- Have at least 02 outstanding private sector enterprises, on par with advanced countries in the field of construction and operation of digital infrastructure, capable of participating in the global value chain and leading the domestic digital ecosystem.

To achieve the above objectives, the Program creates favorable conditions for private enterprises to implement investment projects and build digital infrastructure such as: Issuing specific guidance documents, organizing the shared use of inter-sectoral technical infrastructure (transportation, energy, public lighting, water supply, drainage, telecommunications and other technical infrastructure works) at the local level; effectively implementing the reduction and simplification of administrative procedures, applying online public services throughout the process related to investment, business and digital infrastructure construction procedures according to Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on approving the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026...

Priority for businesses developing "Make in Vietnam" products

At the same time, the Program completes a favorable and transparent legal corridor and encourages investment in digital infrastructure development: Review, amend and supplement legal documents on high technology to adjust incentive policies and provide appropriate and substantial support for enterprises developing digital infrastructure products and services in the high-tech category; research and develop preferential policies for enterprises developing "Make in Vietnam" products, expanding the beneficiaries of incentives to include technology startups, small and medium enterprises; review and supplement incentive policies, support enterprises investing in construction, expansion, and upgrading of telecommunications infrastructure, data centers using energy-saving technology, reducing greenhouse gas emissions...

Another task that the Program will carry out is to mobilize and create resources to encourage private sector enterprises to participate in building digital infrastructure : Synchronously and effectively deploy preferential policies and investment support according to the provisions of law on investment, digital technology industry and high technology for investment projects in building large data center infrastructure, cloud computing infrastructure, mobile infrastructure from 5G and above and other digital infrastructure; effectively deploy the direct electricity trading mechanism between renewable energy power generation units and large electricity users to create favorable conditions for enterprises building and operating data centers to access and use renewable energy sources; guide, monitor and promptly resolve issues arising in the process of implementing this mechanism.

Developing new international land and sea optical cable lines

Regarding the development of synchronous technical infrastructure, strengthening connections between private sector enterprises, between private sector enterprises and state-owned enterprises in digital infrastructure development, the Program implements:   Expand 5G mobile network coverage in key areas such as industrial parks, industrial clusters, high-tech zones, large urban areas and areas with potential for digital economic development; urgently expand the deployment scope nationwide, ensuring high-speed connectivity, low latency and high reliability, creating a favorable foundation for the development of physical-digital infrastructure.

Developing new international land and sea optical cable lines to enhance international connectivity, ensure backup, safety and route diversity, strive to bring Vietnam into the group of leading countries in the region in terms of quantity, capacity and quality of international connections, creating a competitive advantage in attracting foreign investment to develop large data centers, artificial intelligence data centers, and cloud computing.

Developing wide-area Internet of Things (IoT) connection infrastructure on 4G and 5G mobile network platforms in industrial parks, industrial clusters, high-tech zones, and smart cities, ensuring ready and synchronous infrastructure, meeting the requirements of connecting a large number of IoT devices to attract private sector enterprises to invest in and develop IoT platforms, solutions, and applications for digital transformation.

Telecom companies develop specialized tariff packages, provide application programming interfaces (APIs) and necessary technical support tools, to facilitate private sector enterprises in effectively managing mobile IoT connections.

Creating an equal and transparent investment and business environment

The program creates an equal and transparent investment and business environment, promoting healthy competition such as : Effectively implementing legal regulations on wholesale management in telecommunications to ensure healthy and transparent competition, creating conditions for businesses to participate in the market. Strengthening the management of telecommunications businesses with dominant market positions, promptly preventing acts of abusing dominant market positions, monopolies, and unhealthy competition.

Effectively implement price control mechanisms and principles, pricing methods for renting cable networks in buildings, and rental prices for passive telecommunications infrastructure among telecommunications enterprises, organizations, and individuals owning telecommunications works to promote infrastructure sharing and reduce social costs.

Strengthen supervision, handle monopoly, unfair competition, resolve disputes in telecommunications service business to ensure a fair competitive environment and establish a strict monitoring and evaluation mechanism for digital infrastructure projects with the participation of private sector enterprises for systems with sensitive data.

At the same time, guide private sector enterprises participating in building digital infrastructure to comply with strict security requirements, ensuring that important information does not fall into the hands of organizations and individuals with malicious purposes...
