Karaoke service businesses may only need to submit applications on the national public service portal.

Previously, administrative procedures related to karaoke business were regulated in different legal documents and implemented separately at different agencies.

The draft Decree on integrated procedures for registering business households, applying for certificates of eligibility for security and order, and granting karaoke service business licenses (which has just been sent to the Ministry of Justice for review) clearly stipulates the scope, applicable subjects, and principles to ensure that this process is convenient, effective, and legally valid.

Specifically, this draft Decree stipulates the implementation of electronic interconnection for three administrative procedures (AP) directly related to the establishment and operation of a karaoke service business establishment, including: establishing a business household; granting a certificate of eligibility for security and order; and granting a license of eligibility for karaoke service business.

The results of the settlement of the electronic inter-connected administrative procedure group are automatically shared by the system to complete the dossier sent to the competent authority for settlement. The information in the electronic declaration already in the national population database, the national database on business registration or the relevant information system will be automatically filled in by the inter-connected public service software. The electronic records and forms of each procedure will be automatically separated by the inter-connected public service software to be transferred to the competent authorities for settlement.

The draft clearly states that the implementation of electronic interconnected administrative procedures has the same legal value as other forms as prescribed by law.

Compared to current laws, this electronic connection helps to remove many obstacles and bring significant benefits. Previously, administrative procedures related to karaoke business were regulated in different legal documents and implemented separately at different agencies (Finance, Police, Culture) or connected by paper documents, causing a lot of time, costs and paperwork, causing inconvenience to organizations and individuals.

Electronic interconnection will allow people and businesses to submit documents at only one point on the national public service portal; creating a legal basis for interconnecting the settlement of administrative procedures in the electronic environment, ensuring consistency, efficiency and transparency. At the same time, increasing the application of information technology will promote the sharing and exploitation of data between agencies in the direction of "one-stop shop", "one-time provision, many-time use".

The regulation also adapts to the 2-level local government model, according to which from July 1, 2025, the 2-level local government (province and commune) will officially operate, promoting the decentralization of authority to grant licenses for karaoke business eligibility from the district level (previously) to the commune level. Electronic interconnection is necessary to ensure a synchronous, smooth and effective legal corridor nationwide, supporting the new local government model.
