Implementing the Law on Organization of Local Government, based on the proposal of the Provincial People's Committee and with the consensus of the Provincial Party Committee Standing Committee, today, December 5, 2024, the 14th Provincial People's Council, term 2021-2026, held the 23rd Session (regular session at the end of 2024) to discuss and decide on a number of contents under its authority.

On behalf of the Standing Committee of the Provincial People's Council - Chairman of the meeting, I warmly welcome and respectfully thank the distinguished guests, National Assembly delegates, Provincial People's Council delegates, representatives of leaders of departments, branches, unions, localities and press and media agencies who attended the meeting and would like to send to the delegates, voters and people in the province my best wishes for health, happiness and success. From the beginning of 2024 to now, the Provincial People's Council has successfully organized 6 sessions (including 01 regular session and 5 thematic sessions) issuing 60 resolutions within its authority, of which 06 resolutions are specific mechanisms and policies of the province; The 23rd session (regular session at the end of 2024) with a huge workload has been proactively coordinated by the Standing Committee of the Provincial People's Council with the People's Committee, the Vietnam Fatherland Front Committee of the province and relevant agencies very early to prepare carefully and thoroughly. According to the program approved by the Provincial People's Council, at this session, the following important contents will be considered, commented on and decided:

Firstly, on the tasks of socio -economic development and state budget management: The Provincial People's Council will review the reports of the Provincial People's Committee, the inspection reports of the Provincial People's Council Committees on the implementation of socio-economic development tasks in 2024, the expected directions and tasks of socio-economic development in 2025; the results of the implementation of the State budget in 2024, the State budget estimate and the budget allocation plan for 2025; the results of the implementation of the public investment plan in 2024, the expected public investment plan for 2025.

In 2024, in a more difficult and challenging context, a number of problems arose beyond forecast, most recently the historic storm No. 3, in which Quang Ninh was one of the localities with the most severe damage, accounting for about 1/3 of the total damage of the whole country. However, the Provincial Party Committee - People's Council - People's Committee closely followed the direction of the Central Government, local practices and the working theme of the year "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", promoting the will of self-reliance, self-reliance, focusing on leadership, direction, mobilizing the combined strength of the entire political system, persevering, making efforts to overcome difficulties and challenges, maintaining political - economic - social stability, solidarity, unity of will and action, trust of people and businesses, achieving important results in the fields: Although the economic growth rate has decreased compared to the same period, it is still higher than the national average. State budget revenue strives to reach 100% of the plan; foreign direct investment attraction reaches over 2 billion USD, among the leading localities in the country. Processing and manufacturing industry continues to be the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period. Total tourist arrivals reach 19 million, up 20% over the same period, of which international visitors reach 3.5 million. Cultural, social and human development has made progress in many aspects; social security is given special attention; damage is quickly overcome, activities return to normal, production and business are restored after storm No. 3; new rural construction and sustainable poverty reduction have achieved clear results. GRDP per capita in 2024 strives to reach over 10,000 USD, 1.4 times higher than in 2020; creating 30,000 additional jobs. National defense and security have been maintained; foreign affairs have been promoted and deepened. In addition, we have also frankly identified a number of shortcomings and limitations that need to be addressed: The effectiveness and efficiency of state management in a number of areas, especially land management, public investment, finance, budget... of a number of localities, departments and branches are still limited; the work of allocating sea areas according to planning is still slow; 4/16 domestic budget revenues are expected to not reach the average rate, of which land use fee collection has so far only reached 29% of the annual plan, greatly affecting the resources allocated to public investment projects. The rate of public investment capital disbursement is very low, only reaching 48% of the capital plan, the prolonged capital disbursement only reached 33.4%; investment preparation, site clearance, and progress of implementation of a number of public investment projects are still slow and have not met requirements.

2025 is a year of special importance, the final year of the term and the 5-year plan 2021-2025; identified by the Central Committee and the Provincial Party Executive Committee as the year of acceleration, breakthrough, and reaching the finish line; the final year, of special importance to complete the goals and targets set out in the Resolution of the 15th Provincial Party Congress, term 2020-2025, creating a solid foundation for Quang Ninh and the whole country to enter a new era - the era of national growth . The domestic and international situation is forecast to be more difficult and challenging.

Therefore, it is recommended that the delegates of the Provincial People's Council carefully study the reports and submissions of the Provincial People's Committee, the inspection reports of the Committees of the Provincial People's Council, focus on discussing and deeply analyzing the context and characteristics of the situation in 2024, clearly identify the results and lessons achieved, the limitations, difficulties, obstacles and causes to consider and decide on the general goals, basic goals and main tasks and solutions on socio-economic development, finance, budget, and public investment for 2025.

Second, the Provincial People's Council will discuss and pass 21 draft resolutions, including: 15 resolutions submitted by the Provincial People's Committee, which are important contents related to the plan for managing socio-economic development, budget and public investment; approving regulations on urban architecture management; assigning civil servant payrolls in state administrative agencies and organizations, approving the number of employees in public service units, deciding on the number of non-professional workers at the commune level in 2025; piloting the establishment of a one-level Public Administration Service Center under the Quang Ninh Provincial People's Committee and a number of resolutions specifying the level of support for the development of small-scale irrigation, in-field irrigation and advanced, water-saving irrigation; regulations on the authority to decide on the liquidation of planted forests, regulations on criteria for deciding on bidding to select investors to implement investment projects using land; regulating the prices of medical examination and treatment services on the list paid by the health insurance fund and the prices of medical examination and treatment services not on the list paid by the health insurance fund but not on-demand medical examination and treatment services for state-owned medical examination and treatment facilities in Quang Ninh province; abolishing Resolution No. 32/2024/NQ-HDND dated April 19, 2024 of the Provincial People's Council and recovering and changing land use purposes, approving the list of changing land use purposes, recovering land in the province; deciding on the policy of changing forest use purposes to other purposes in the province. There are 06 resolutions submitted by the Provincial People's Council on the plan to organize the 2025 sessions of the Provincial People's Council; the results of monitoring the settlement of voters' petitions sent to the Provincial People's Council at the 19th Session and previous Sessions of the Provincial People's Council; The results of the Provincial People's Council 's supervision of the implementation of the Provincial People's Council 's Resolutions on the medium-term public investment plan for the 2021-2025 period, approving the contents that the Provincial People's Council Standing Committee considered and resolved between the two sessions at the request of the Provincial People's Committee and 02 resolutions on personnel work.

The draft resolutions have been examined by the Committees of the Provincial People's Council; the Provincial People's Committee has studied, absorbed and explained at the Session. The Chairman of the Session respectfully requests the delegates of the Provincial People's Council to continue discussing, reviewing and giving opinions so that the issued resolutions will come into life and have high feasibility.

Third, the Provincial People's Council will discuss and decide on a number of other issues under its authority as prescribed by law; at the same time, listen to the announcement of the Provincial Fatherland Front Committee on government building work in 2024 and opinions and recommendations of voters sent to the session.

Exercising the right to supervise according to the provisions of law, the Provincial People's Council will review the work reports of the Standing Committee of the Provincial People's Council, the Provincial People's Council committees, the Provincial People's Court, the Provincial People's Procuracy, the Provincial Civil Judgment Enforcement Department; reports of the Provincial People's Committee on corruption prevention and control; practicing thrift and combating waste; preventing and combating crimes and law violations in 2024, and reports on handling voters' petitions. Allocate adequate time for discussion sessions in groups and halls, and question members of the Provincial People's Committee with focus and key points on emerging issues that voters, people, and public opinion are very interested in according to the motto "ask quickly, answer concisely, and follow up to the end".

With the above-mentioned key tasks, this is the most important meeting of the year. The contents presented, discussed, considered and resolved at this meeting are very important and necessary issues, not only to ensure the stability and innovation of the province's development in 2025, but also to decide on the completion of the goals and targets of the entire 2020-2025 period.
