At the explanation session, delegates focused on many hot issues directly related to people's interests, especially in the fields of education - training and agriculture - environment.

Specifically, in the field of Education, delegates raised 8 major groups of issues such as: Implementing 2-session teaching/day; building schools that meet national standards; ensuring the teaching staff, recruitment and labor contracts; tuition support policies for non-public preschool and primary school students according to the National Assembly's regulations...

Regarding the field of Agriculture and Environment, delegates' questions focused on: Inadequacies in land management after administrative boundary merger, especially regarding land prices, planning and land database; illegal encroachment and deforestation; slow implementation of policies to support forest protection forces.

In response to questions from the Provincial People's Council delegates, leaders of the Department of Education and Training and the Department of Agriculture and Environment frankly explained and clearly analyzed the current situation, pointing out difficulties and obstacles in management work. At the same time, they proposed fundamental solutions to remove and improve the efficiency of the sector's operations. Leaders of relevant departments and branches also explained additional issues of public concern.

Speaking at the explanation session, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi acknowledged and highly appreciated the sense of responsibility and frankness of the Standing Committee of the Provincial People's Council in selecting and raising practical questioning contents, in line with the issues that voters and people are concerned about.

The Chairman of the Provincial People's Committee emphasized that the areas brought up for questioning and explanation this time, especially Education, agriculture and environment are all important and directly related to the lives of Lam Dong people.
For education, the relevant sector needs to have a specific plan, clearly classifying which tasks can be implemented immediately and which require a long-term roadmap; in which, priority should be given to solving the shortage of teachers, ensuring funding, facilities and financial policies for the sector.

Regarding the field of agriculture and environment, the Provincial Chairman requested attention to scientific and detailed planning of land and forests. At the same time, strengthen the direction of the work of protecting and developing the forest economy. He emphasized that it is necessary to promote the digitization of land and forest data, associated with the allocation of appropriate resources and funding, effectively exploiting tax revenue, creating motivation for sustainable forest economic development.

Chairman of the Provincial People's Committee Ho Van Muoi expressed his respect and listened to the opinions at the explanation session. At the same time, he hoped that the Standing Committee of the Provincial People's Council would continue to accompany, share and closely coordinate with the Provincial People's Committee in the process of implementing tasks, in order to do better in management and socio-economic development, meeting the expectations of voters and people.

At the end of the meeting, Vice Chairman of the Provincial People's Council K' Mak, on behalf of the Standing Committee of the Provincial People's Council, acknowledged the efforts of the Provincial People's Committee in directing and operating. He requested departments and branches to promptly implement specific solutions, People's Council committees to strengthen supervision and People's Council delegates to closely follow the situation at the grassroots level to promptly reflect voters' aspirations.

The Standing Committee of the Provincial People's Council proposed that the Provincial People's Committee direct relevant departments and branches to pay attention to a number of specific issues such as: Organizing 2-session teaching/day for general education; developing plans and organizing recruitment of civil servants within the assigned quota that have not been recruited before December 2025; tuition support policies for students of public and private schools.
For the field of Agriculture and Environment, the Provincial People's Committee needs to direct the development of a land price list to be announced and applied from January 1, 2026, submitted to the Provincial People's Council for approval at the regular meeting at the end of 2025; develop and promulgate regulations on land allocation limits, recognition limits, land use right transfer limits and conditions, minimum area of land division and land consolidation for each type of land.

In addition, the Provincial People's Committee needs to urgently direct specialized agencies to advise on reviewing, adjusting, completing, submitting to competent authorities for promulgation and implementation of the Provincial Planning until 2030, with a vision to 2045; perfecting the Steering Committee for building the province's database system and cadastral maps...
The Standing Committee of the Provincial People's Council requested the Provincial People's Committee and relevant departments and branches to seriously absorb opinions and promptly implement the above solutions; and report specific results to the Standing Committee of the Provincial People's Council within the deadline.
