Sang Moc commune leads the province in terms of people service index

On the morning of September 12, the Legal Committee of the Provincial People's Council had a working session with the People's Committee of Sang Moc commune to survey the implementation of administrative procedures since the two-level local government model was put into operation.

The survey team worked with leaders of Sang Moc commune.

According to records, the rate of administrative procedure (TTHC) settlement records of Sang Moc commune is low. After 2 months of operating under the 2-level local government model, only 485 records were received; the number of records settled before the deadline/on time accounted for over 99%; there were no overdue records.

The organization and operation of Sang Moc Commune Public Administration Service Center are assessed to be systematic and effective. The staff and civil servants have a sense of responsibility, civilized and polite service attitude, creating satisfaction for organizations and citizens. People service index through assessment on the National Public Service Portal: July 2025 ranked 10/92 communes in the province; August 2025 ranked 1/92 communes in the province.

However, the operation of Sang Moc Commune Public Administration Service Center also revealed some difficulties, such as: citizens performing administrative procedures have low IT skills, some people cannot log in to VNeID to national public services to submit documents online, do not have smartphones, the rate of online document submission is low.

Leaders of Sang Moc commune reported the results of administrative procedure settlement at the working session.

The facilities of Sang Moc Commune Public Administration Service Center have been equipped with basic equipment, but still lack some equipment, such as: automatic number taking machine, photocopier, ceiling mounted number display machine, narrow working space of the reception and result returning department, affecting the quality of service to the people.

The survey team recorded the opinions and recommendations of the locality in requesting financial support for the construction of the headquarters of the Public Administration Service Center, requesting to be fully equipped with machinery and equipment, and facilities that are lacking at the reception and results return department, and to strengthen professional training and skills in using software to handle administrative procedures for officials and civil servants... to synthesize and report to the Standing Committee of the Provincial People's Council.
