EDITORIAL NOTE – NEW ERA FORUM After being elected to hold the position of General Secretary of the 13th Party Central Committee at the Party Central Committee Conference on August 3, 2024, General Secretary and President To Lam gave important directives in various fields. Specifically, through three recent articles such as "Determination to build a strong Party, a rich, democratic, fair and civilized Vietnam" on August 4; "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era" on September 2 and "Continuing to innovate the Party's leadership and governing methods, an urgent requirement of the new revolutionary stage" on September 16, General Secretary and President To Lam frequently mentioned the concepts of "new starting point", "new era", "era of the Vietnamese nation's rise". Assessing the opportunities, advantages as well as difficulties and challenges in the domestic, regional and world situations, our Party, headed by General Secretary To Lam, affirmed: "The country is facing a new historical moment, a new era, an era of national growth. The requirement to strongly innovate leadership methods, improve leadership capacity and governing capacity to continue moving the nation forward is urgent." In particular, this is also a major orientation agreed upon by the 10th Central Conference in the draft documents submitted to the 14th Party Congress. Vietnam satisfactorily resolves the two eras of Independence and Renovation
In his speech at Columbia University, USA on September 23, 2024, General Secretary and President To Lam said: " After nearly 80 years of Independence and nearly 40 years of Renovation, Vietnam is standing at a new historical starting point, a new era, an era of the Vietnamese people's rise ." With just that brief summary, Americans and the world will know and remember Vietnam with three eras throughout its consistent historical flow of struggle and development.
Although not said, everyone knows that this third era will end when Vietnam, an independent and prosperous country, turns 100 years old, that is, in about 20 years. The three eras above always converge the necessary and sufficient conditions to carry out the tasks in each era and in the overall history of their existence and development.

Vietnam has been able to talk and do about national independence in the Independence Era, talk and do about a rich people and a strong country in the Renovation Era, then Vietnam will also be able to talk and do about standing shoulder to shoulder with the great powers in the Rising Era.
In this regard, the Party has had increasingly comprehensive orientations, policies and guidelines in recent years. The State has also begun to build master plans, schemes and mechanisms for development when Vietnam turns 100. In the near future, the 14th Party Congress will decide on key issues in the first 5 years of the 20-year era of Vietnam's rise.
If the characteristic of the Independence Era is “entering the house to meet heroes, going out to meet generals”, then the characteristic of the Renovation Era is “no one is left behind”. Heroes and generals are the pioneers full of courage and bravery, without them, how could we fight and defeat the enemy to gain independence. And in the Renovation Era, if the weak are left behind, what meaning does independence have when happiness does not reach the people exhausted after the war.
Vietnam has satisfactorily resolved the demands from the characteristics of the two eras above, and has achieved many successes in building and developing the country. From the undeniable practices of Vietnam in the past two eras, what are the characteristics of the third era that is coming? This is a major issue, I would like to contribute a grain of sand in the ocean of awareness of this characteristic.
The Age of Rising: Enriching the Nation
The third era is the Era of Vietnam's Rise, which was announced by the General Secretary at a recent forum at a famous American university, which has trained America to have famous Presidents and talents in many fields. From now on, this era will be mentioned, discussed, statistically analyzed, and evaluated as both a scientific thesis and a political-economic-social theme about Vietnam and the world in unpredictable challenges.
For Vietnam, standing shoulder to shoulder with the great powers was initiated by President Ho Chi Minh right from the founding of the Democratic Republic of Vietnam. Coincidentally and intentionally, the categories of Communism, Democracy, and Republic appear together on the national name of Vietnam. The Communist Party of Vietnam, the Democratic Party and the Republican Party of the United States are all the ruling parties of two countries, in which war has passed, peace has passed, cooperation and development have begun, the height of bilateral relations has been raised to the level of "Comprehensive Strategic Partnership".
Vietnam’s Rising Era literally does not imply the rising of a person who has just woken up. On the contrary, it is the rising of a person who is awake, energetic, and full of determination in the race to be in the ranks of the world’s great powers. Currently, this ranks are organized by the G7, G10, G20 countries, that is, 20 out of the total of over 200 member countries of the United Nations.
If Vietnam wants to be in that group, it must be the 21st country that can replace one of the 20 countries currently in the top 10. This is a long-distance race of 20 years, i.e. 4 5-year terms of the Party, State and the entire political system of Vietnam. If any part of this system is weakened, Vietnam's dream of joining the ranks of great powers will remain just a dream.

Vietnam has had and is having a political system that has been tested to reach the finish line in the long-distance race. Besides this existing thing, there is a completely new thing, which is to determine, correctly and accurately, what is the characteristic of the Era of Vietnam Rising.
It would be meaningless to impose the characteristics of the Independence Era or the Renovation Era on the Resilience Era. With Renovation, the great achievement is to eliminate hunger, reduce poverty to the minimum level in the world, putting Vietnam in the group of countries with high potential to escape the middle-income trap that many other countries have had difficulty escaping.
In the Doi Moi Era, Vietnam has successfully transformed its centrally planned economy into a socialist-oriented market economy. This success, along with the achievements, has prepared and given the Evolving Era the most essential initial provisions, which is a Vietnam that “has never had such a foundation, potential, position and international prestige as today” as affirmed by the late General Secretary Nguyen Phu Trong.
With the above-mentioned unprecedented assets in the Renovation Era, Vietnam in the Rising Era cannot only rely on a socialist-oriented market economy, but must go deeper and broader, and ultimately, get rich in a socialist-oriented way. Communism at its highest level is to make the people rich, thereby making the country strong, and the society democratic, fair, and civilized. The Communist Party of Vietnam has no other interests than the interests of the nation and people.
A rich people is a dream that has been around for thousands of years but has never been achieved. Now is the time for Vietnam to converge all the necessary and sufficient conditions to rise up and stand shoulder to shoulder with the world powers. Getting rich is clearly the characteristic of the Vietnam Rising Era in the next 20 years.
Although the enrichment of an individual, a family, and a locality has been achieved in the Era of Renovation, the enrichment of an entire nation and people must rely on the Era of Growth.
Without “Strengthening”, millions of family-owned businesses and millions of private enterprises in Vietnam will be largely small and medium-sized economic units, and the number of regional and world-class units will not increase much in the annual statistics. This is an irresistible stopping point of the Renovation Era. The country must wave goodbye to the old era and enter the new era to enrich the entire nation with the miraculous progress of humanity.
In the near future, Long Thanh airport will be inaugurated and put into use, eliminating the decades-long overload of the entire Vietnamese airport system. At the same time, an international seaport is being urgently built on the Southeast coast to take advantage of Vietnam's strengths in the maritime economy. Immediately after that, Vietnam will start building the world's most advanced North-South high-speed railway system, to replace the existing railway system from the French colonial period.
Just that, the new factors in transport infrastructure could have increased Vietnam's GDP in the Era of Growth by many percentage points. However, it is still nothing compared to the enrichment factors created by the 4.0 Revolution, where semiconductor technologies allow people to make super-fast enrichment decisions, in which each second can perform millions of calculations.
The 4.0 Revolution was born when Vietnam was in the second half of the Innovation Era to prepare for the new revolution on the foundation of a country with strengths in semiconductor materials, electricity, water, and especially high-quality human resources.
All have converged and simultaneously promoted the overall performance to develop the semiconductor industry and technology, the pinnacle of which is the new generation of Chips from 3mm and up. The Rising Era has in hand the golden key to enrich the nation and people of Vietnam.
It is necessary to say it again. Even though we have the golden key in our hands, the people, in fact the entire population, are the most decisive factor. Currently, in the entire population, there are rich people, poor people, and in the middle are the average people. Vietnam does not have official statistics on these three levels. But by estimation, everyone can see that the number of people at the poor and rich levels accounts for a low proportion, while the number of people at the average level accounts for a high proportion.
Entering the Age of Growth is also the time when Vietnam should probably change from “Leaving no one behind” to “Leaving no one without support to move forward”. This priority is mainly for those at the middle level, who have escaped poverty, and are nurturing the desire to get rich. If given support, these people will soon become rich.
When the majority of the people are rich, the Age of Growth can complete its historical mission, and the country can stand shoulder to shoulder with the world powers.
In the end, Vietnam does not get rich by any other quality than socialist-oriented enrichment. It is the enrichment of a rich people, a strong country, a democratic, fair, and civilized society. In this whole, there is no place for oppression, exploitation, embezzlement, or corruption.
