Legalizing "a unified set of textbooks" - a decision that pleases the people

The draft Law amending and supplementing a number of articles of the Law on Education (amended) submitted to the National Assembly for consideration and approval at the upcoming Tenth Session has immediately institutionalized a very popular policy, which is: "The State provides a set of textbooks for unified use nationwide to ensure fairness in access to education, quality, modernity, and suitability to educational goals".

This is also the task that General Secretary To Lam has asked the education sector “not to delay any longer. The ultimate goal is to improve the quality of teaching and learning”.

It is undeniable that the policy of "one program, many textbooks" when implemented has made certain contributions such as: diversifying content and teaching methods, increasing the right to choose for educational institutions and encouraging the initiative of teachers and students... However, in practice, many shortcomings have also been revealed, especially the waste of social resources when the textbooks cannot be shared, almost cannot be reused, causing frustration for parents.

Therefore, when Resolution No. 71-NQ/TW was issued by the Politburo , which required: "Ensure the provision of a unified set of textbooks nationwide, strive to provide free textbooks to all students by 2030", it received the utmost consensus and support from the people. It can be said that this is a strategic decision to build an education system that is fair, humane, modern and suitable for development practices.

It can be seen that the outstanding advantage of a unified set of textbooks is to create equality in access to knowledge. Whether in the plains or the mountains, urban or rural areas, students across the country have access to the same standards of knowledge and share the common values ​​of the country. This contributes to narrowing the gap in education quality between regions, while ensuring equal access to education - one of the pillars of social justice.

Unified textbooks also help reduce the financial burden on millions of families. When books can be reused, parents do not have to worry about changing books or buying new ones every school year. Moreover, with the goal of providing free textbooks by 2030, this policy will directly support students, especially in disadvantaged areas, demonstrating the profound humane nature of our Party and State.

A unified set of textbooks also creates stability and uniformity in the national education system. When studying the same set of textbooks, students will not be "shocked" by the content when transferring schools or changing localities; the organization of exams, tests and assessments will also become more transparent and fair.

On the management side, the State can also easily monitor quality, implement teacher training, and distribute documents more synchronously. This is an important condition to improve the effectiveness of system management, gradually building a modern education system.

However, it should be noted that, to realize the above goals, it is necessary to ensure a number of core requirements. In particular, the first requirement is to ensure the outstanding quality of the unified textbook set. This set of books must be carefully compiled, inheriting the quintessence of previous sets of books, linked to reality and especially, must encourage independent and creative thinking of both teachers and students.

The process of compiling and assessing the quality of the textbook series must be independent and objective, avoiding conflicts of interest, so that the textbook series can truly become the crystallization of intelligence and social consensus, ending the situation of "huge flaws" in some textbook series that have caused public outrage in recent times.

Along with that, teachers need to be encouraged to use more reference materials and creative methods to maximize students' abilities. The State needs to ensure synchronous resources, from budget to staff training, every step must be carefully prepared, linked to the roadmap for providing free textbooks.

Thus, the legalization of the State's policy of providing a set of textbooks for nationwide use is a strategic step, contributing to ensuring a fair, modern, humane and integrated education. This is not only a professional issue of the education sector, but also a political and social responsibility to the People; an urgent requirement to ensure fairness in access to knowledge, nurturing a generation of citizens with enough courage, intelligence, capacity, qualifications and health to meet the requirements of building, developing the country and protecting the Fatherland in the new period.
