The workforce has tens of millions of people who do not participate in social insurance.

Attending the dialogue conference on social insurance and health insurance policies in Ho Chi Minh City were more than 200 human resources officers, grassroots trade unions, and representatives of workers in industrial and export processing zones.

Ms. Duong Ngoc Anh, Deputy Director of the Customer Care and Support Service Center (Vietnam Social Security) said that by the end of April 2023, more than 17.4 million people nationwide participated in social insurance, reaching 37.4% of the working-age workforce (the workforce aged 15 and over was counted in the fourth quarter of 2022 at more than 52 million people - PV); about 14.2 million people participated in unemployment insurance; about 90.949 million people participated in health insurance, accounting for more than 92% of the population.

In Ho Chi Minh City alone, in the first four months of 2023, the total number of people participating in social insurance and health insurance was more than 7.8 million, an increase of 3.86% over the same period last year. Of which, more than 2.45 million people participated in compulsory social insurance; 31,706 people participated in voluntary social insurance; more than 2.4 million people participated in unemployment insurance; more than 7.78 million people participated in health insurance.

Ms. Anh assessed that the dialogue conference is the basis for the Vietnam Social Security sector to synthesize opinions, from which to make proposals and recommendations to the Government and the National Assembly in building social insurance and health insurance policies suitable to the reality and needs and desires of the people.

Business representatives asked questions at the dialogue with the Social Insurance agency on May 25.

Regarding the policy response, a representative of Saigon Precision Company Limited asked the question "what is 5 consecutive years of health insurance payment", because the unit has a case where an employee started participating in social insurance from April 2019, but the health insurance card shows that the time of 5 consecutive years of payment starts from February 1, 2023.

A representative of Ho Chi Minh City Social Insurance said that according to the provisions of Decree 146/2018 of the Government , the continuous period of participation in health insurance is the period of use recorded on the health insurance card, the next time following the previous time, in case of interruption, the maximum period is not more than 3 months.

Regarding the benefits of health insurance participants for 5 consecutive years, the health insurance fund will pay 100% of the medical examination and treatment costs within the scope of benefits if the conditions are met. Payment of medical examination and treatment costs for this group is implemented according to Decree 146.

Representative of Semo Vina Company Limited asked: "Can employees who do not have a smartphone continue to use the paper health insurance card?"

The Social Insurance Agency responded that for health insurance participants who do not use smartphones, they can use a paper card to go to the hospital for examination and treatment. In case the medical facility does not accept them, they should immediately contact the Ho Chi Minh City Social Insurance (Health Insurance Assessment Department 1, Phone: 02839979016; Health Insurance Assessment Department 2, Phone: 02839979039, extension 1808, 1810) for timely resolution.

Can employees with 2 labor contracts choose the company to pay social insurance?

Many units at the conference also raised questions about how employees with two labor contracts pay social insurance. Do employees have the right to choose to pay social insurance at the company they want?

According to the HCM City Social Insurance, based on the Social Insurance Law, employees who have two or more labor contracts with different units at the same time shall pay social insurance according to the first labor contract. The unit employing the employee from the second place onwards shall pay 0.5% of the contract salary to the occupational accident and disease fund.

Ho Chi Minh City Social Insurance said that to ensure social insurance and health insurance benefits and comply with legal regulations, it is recommended that employers disseminate information to employees so that they can clearly understand and declare to each unit.
