TPO - With a capital of 2,000 billion VND, Binh Duong province initially planned to build 6 steel overpasses on the My Phuoc Tan Van route. However, many sections of this route overlap with the Ho Chi Minh City Ring Road 3 project, so Binh Duong switched to building underpasses at intersections.

On March 12, a representative of the Binh Duong Provincial People's Committee said that the Binh Duong Province Public Transport Infrastructure Improvement Project, a Group A project, has a total investment capital of more than VND2,000 billion, of which the expected source of official development assistance (ODA) loans from Japan is more than VND1,300 billion, and the province's counterpart capital is more than VND700 billion.

The project includes a number of main items such as 6 overpasses at major intersections on My Phuoc Tan Van road (the main route connecting Binh Duong - Ho Chi Minh City, passing through many industrial parks). At the same time, the project will deploy a rapid bus route connecting Binh Duong New City and Suoi Tien station, more than 30km long. The project will be implemented in the period 2019-2025.

However, currently, the 15km My Phuoc Tan Van route of the Binh Duong Province Public Transport Infrastructure Improvement Project supported by ODA loans from the Japanese Government overlaps with the Ho Chi Minh City Ring Road 3 project.

Before the project was approved, the Government had no policy to build Ho Chi Minh City Ring Road 3. Ho Chi Minh City Ring Road 3 section through Binh Duong province is about 26km long, of which a 15km section overlaps My Phuoc Tan Van road and overlaps with the BRT project. According to the initial plan, the section that overlaps with the BRT will be built into an elevated overpass with 4 lanes connecting Ho Chi Minh City via BRT to Binh Duong. However, in order for the project to be effective, Binh Duong adjusted this overlapped section to become an underpass.

According to the Binh Duong People's Committee, this project is being submitted to the competent authorities for early approval in accordance with the correct procedures and progress. For the project to be most effective, the representatives of Japan and Binh Duong need time to discuss together to make appropriate adjustments.

My Phuoc Tan Van route is more than 60km long, passing through many industrial parks. During rush hour, at intersections, this route is often congested with traffic. Container trucks and heavy trucks mainly pass through My Phuoc Tan Van route. On average, 15 containers leave Binh Duong every minute.

In addition to My Phuoc Tan Van route, Binh Duong province has now begun to build the first underpass on National Highway 13 (also known as Binh Duong Boulevard). The underpass construction project at Phuoc Kien intersection is a traffic-tunnel project, a level II project. The project is invested in and built to solve traffic congestion, ensure traffic safety for vehicles traveling through the Phuoc Kien intersection area; and improve the capacity of National Highway 13; Pham Ngoc Thach; Huynh Van Cu; Nguyen Van Tiet at the intersection area.

The project has a total investment of more than 1,000 billion VND from the budget of Binh Duong province. The project has a reinforced concrete tunnel scale, a design life of 100 years; designed tunnel clearance of 5m; designed tunnel speed, and access roads on both sides of the tunnel are 40km/h. The tunnel is underpassed in the direction from Huynh Van Cu Street to Pham Ngoc Thach Street. The approach roads at both ends of the tunnel are about 229.60m; the length of the route is about 629.96m.
