In Hue , on the evening of August 23, the Department of Irrigation and Climate Change of Hue City said that the locality has made plans to evacuate and relocate 52,186 people/16,349 households in areas at risk of flash floods, landslides and coastal and lagoon areas, to respond to storm No. 5.
The People's Committee of Hue City has also issued a plan to reserve goods to serve the prevention of natural disasters, floods, and storms, specifically: reserve 20 tons of rice, 4,000 boxes of instant noodles, 2,000 units of dry food, 100,000 bottles of drinking water... Requiring businesses with petroleum business activities to proactively prepare reserves, ensuring stable and continuous supply when there are forecasts of natural disasters, floods, and storms and throughout the rainy and stormy season.

Hue City Military Command is ready to mobilize 2,917 officers and soldiers to respond to storm No. 5.

On the same day, Mr. Le Van Anh, Deputy Director of the Department of Agriculture and Environment of Hue City, said that as of the afternoon of August 23, the city had harvested nearly 1,500 hectares of summer-autumn rice, concentrated in low-lying areas, and strived to harvest all the ripe rice by the end of tomorrow.

Localities mobilized local forces including: Youth volunteers, militia, military forces, and police to help people harvest rice in a timely manner to minimize damage caused by natural disasters.
* In Da Nang, also on the afternoon of August 23, the People's Committee of Da Nang City held an online conference to review response work to storm No. 5.

According to the report of the Da Nang City Border Guard Command, by 4 p.m. on August 23, all 528 boats had been guided to safe storm shelters. Currently, only 1 fishing boat with 10 workers is on its way to shore.
Mr. Truong Xuan Ty, Deputy Director of the Department of Agriculture and Environment of Da Nang City, said that there is currently no rain in the area, the water level of the rivers is low (below alert level 1). The water level at irrigation lakes and 5 large hydroelectric lakes in the area are all below normal rising levels.
In Tan Hiep island commune (Cu Lao Cham), Chairman of the People's Committee Pham Thi My Huong informed that if tomorrow the wind is strong enough to reach level 5, the locality will implement a ban on wharfing. The commune has proactively stocked up on food for 7-10 days and fortified vulnerable areas.
Speaking at the meeting, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet requested to absolutely not be subjective, ready to evacuate more than 210,000 people if necessary, while ensuring the safety of the dam, boats, tourists and fire prevention.
Also at the meeting, the Da Nang People's Committee announced the decision to establish the Da Nang City Civil Defense Command, headed by Chairman of the City People's Committee Luong Nguyen Minh Triet. This new command will replace the previous Command for Natural Disaster Prevention, Search and Rescue and Civil Defense.
