The Department of Home Affairs has general responsibility for updating the fund database according to the management hierarchy; coordinates with the Ministry of Home Affairs in building, operating and managing the database of associations operating within the city and commune levels.

All expenditures of the fund must have valid documents and be made public in the mass media.
