The Social Policy Bank creates conditions for workers to access policy credit programs, including loans to work abroad under contracts.
According to the Department of Home Affairs of Can Tho City, in the first 8 months of 2025, the whole city had 1,574 workers working in countries such as Japan, Korea, Taiwan (China)... The branch of the Social Policy Bank (SPB) of the city disbursed 22 billion VND to support 510 workers to work abroad, in which, many cases received loans according to Resolution No. 11/2023/NQ-HDND of the People's Council of Can Tho City (old) regulating policies to support vocational education, employment and labor structure shift from agriculture to non-agriculture.
Ms. Ngo Thi Hue in Dinh Thanh hamlet, Truong Thanh commune, Can Tho city, said: “My daughter is working in the food processing industry in Japan. In her free time, she often calls to ask about the family situation, tells stories about working and living in Japan. I am very reassured when she adapts to the new working environment.”
According to Ms. Hue, Le Thanh Phuong (Ms. Hue's daughter) wants to work abroad to increase her income and improve her family's life. In 2024, Phuong asked her mother to take care of her two young children and registered to work in Japan. Ms. Hue shared: "My family supports me but is worried about the large cost of working in Japan. While trying to find a way to help my child, fortunately I was introduced to a loan of 90 million VND from the Social Policy Bank for my child to complete the procedures. In September 2024, my child will go to Japan to work, with a salary of 28-35 million VND/month, not including overtime."
Receiving 20 million VND from her son Nguyen Tan Hoai who works in Japan, sent home from his first month's salary, Mrs. Nguyen Thi Thu in Thoi Hoa A hamlet, Thoi Lai commune, Can Tho city was very excited. Mrs. Thuy was happy because her son quickly integrated into the new environment, gradually adapted to working hours and work discipline. Mrs. Thuy confided: "My son wants to work abroad, save money for the future. When he was introduced to borrow 80 million VND from the Social Policy Bank to cover expenses, at the end of 2024, my son will go to Japan to work in the construction industry."
With a loan of 70 million VND, Tran Thi Huyen Tran in Thoi Thuan A area, O Mon ward, Can Tho city has enough money to complete the procedures and go to Japan to work in March 2025, in the hotel industry. Ms. Nguyen Thi Be Nguyet - Huyen Tran's mother, said: "At first, I was very hesitant, especially when my child borrowed money and went to work far away. After being consulted, I felt secure. My child was guided through the procedures and quickly borrowed money from the Social Policy Bank. Currently, with a stable income, my child has sent money back to repay the first loan principal and interest."
In 2024, in order to contribute to solving difficulties in costs and promoting the work of sending workers to work abroad, the Department of Labor, War Invalids and Social Affairs of the city (now the Department of Home Affairs) signed a coordination program with the City Branch of the Vietnam Bank for Social Policies to implement loans to support workers going to work abroad according to Resolution No. 11/2023/NQ-HDND of the People's Council of Can Tho City (old). The two units increased communication so that workers understood the loan support policy. The Can Tho City Employment Service Center (under the City Department of Home Affairs) was interested in introducing workers in need of loans to the Vietnam Bank for Social Policies to carry out the necessary procedures. The Vietnam Bank for Social Policies promptly mobilized, arranged capital and disbursed according to regulations.
In order to improve the effectiveness of sending workers to work abroad, the city's functional departments and branches continue to communicate related policies and guidelines, especially preferential loan support according to Resolution No. 11/2023/NQ-HDND to the right beneficiaries; The City Branch of the Vietnam Bank for Social Policies pays attention to guiding and creating conditions for workers to promptly access loans... opening up opportunities for workers to work abroad, increase income, and improve family economy .
