Overcharging at the beginning of the year often comes from the parent-teacher association fund, contributions to the school in the spirit of "voluntary", "support", "socialization"... but lacks transparency and equality.
Proposal to remove the "money collection" function of the parent-teacher association
Circular 55/2011/TT-BGDDT stipulates that the parent-teacher association is not allowed to collect donations from students or their families: Donations that are not voluntary; Donations that do not directly serve the activities of the parent-teacher association: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms, cleaning schools; rewarding school administrators, teachers, and staff; purchasing machinery, equipment, and teaching aids for schools, classrooms, or for administrators, teachers, and staff; supporting management, teaching organization, and educational activities; repairing, upgrading, and constructing...
But what is "not voluntary"? This concept of "not voluntary" is the cause of overcharging because in fact, voluntary is just a form, but exactly "voluntary compulsion".
The parents' association should only be a bridge between the school and parents in educating students, not a committee that "collects extra money" at the beginning of the year.
Therefore, the "money collection" function of the parents' representative committee can be completely eliminated.
To have resources to support the school in carrying out the task of teaching and learning in the condition that the investment budget for education in general is still low, the budget for the school is still limited, the support of businesses, sponsors is very much needed... I think the school should boldly call for golden hearts to sponsor funds to facilitate the school. This action shows humanity and charity and will be more supported and agreed upon than mobilizing "voluntary" contributions from the parent representative board in establishing the association fund, which can easily lead to overcharging.

It is time for the story of socialized education to be clarified and specified with strict regulations.
