During his lifetime, General Secretary Nguyen Phu Trong always reserved special affection and deep concern for the Party Committee, government and people of Quang Ninh province. During his visits and working sessions with the province, the General Secretary always wished that the Party Committee, government and people of Quang Ninh would unite, join hands and work together to build the province to develop more and more, and the people would have a more prosperous and happy life.
To materialize the General Secretary 's wishes for the province, aiming at the goal of all people enjoying the fruits of development and inclusive growth, Quang Ninh has devoted many resources to social security work, removing "bottlenecks" in socio-economic development, narrowing the regional gap by investing in synchronous, complete and modern infrastructure for disadvantaged areas. Thereby, gradually meeting the needs of the people, improving the quality of life, changing the face of rural areas.
Notably, Quang Ninh has issued many resolutions, programs, and plans to allocate resources to invest in traffic infrastructure. Up to now, the province has completed 13/15 dynamic traffic projects, connecting ethnic minority, mountainous, border, and island areas, such as: Traffic road connecting the center of Dai Duc commune to the center of the old Dai Thanh commune (Tien Yen district); traffic road from the district center to Quang An commune, traffic road from the district center to Quang Lam commune (Dam Ha district); traffic road connecting from National Highway 18 to the center of Quang Son commune, road connecting National Highway 18 through Quang Lam commune to San Cay Cooc village, Quang Son commune (Hai Ha district); Upgrading the inter-commune road Huc Dong - Dong Van, Cao Ba Lanh connecting to National Highway 18C (Binh Lieu district)... The projects have made an important contribution to improving people's quality of life, narrowing the gap between regions, and promoting local socio-economic development.
Ms. Chiu San Mui (Yen Son village, Duc Yen commune, Dam Ha district) excitedly shared: We, the people, cannot help but be moved and happy when we can travel on large, beautiful, spacious roads that are no different from those in big cities. Another road opened means more opportunities, new choices, and a new future in connecting and trading goods.
The province also pays attention to allocating resources to invest in educational infrastructure, ensuring conditions to improve the quality of education and training synchronously, completing the support for each district to build a public school according to high-quality criteria at each level of general education, and each city and town to build a public high school according to high-quality criteria.
Up to now, many schools have been upgraded, renovated, newly built, completed and put into use such as Quang La Secondary and High School (Ha Long City), Binh Lieu High School (Binh Lieu District), Ba Che Boarding School for Ethnic Minorities, Van Yen Secondary and High School (Van Don District), Dong Ngu Primary School (Tien Yen District)... Thereby, contributing to creating a comprehensive development environment for students, meeting the expectations of all classes of people, ensuring the successful implementation of the cause of "improving people's knowledge, training human resources, and nurturing talents" in all regions of the province.
Along with infrastructure investment and narrowing regional gaps, one of the fundamental tasks that Quang Ninh is interested in implementing is changing people's thinking, arousing the will to get rich, develop production, increase income, and improve life. The province has always persisted with the motto of shifting from "giving" to "lending" to create resources for people to develop production, eliminating the mindset of waiting and relying, raising people's awareness in using capital. In the past 3 years, the province has mobilized over 114,000 billion VND to implement Resolution No. 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee on sustainable socio-economic development, ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas and national target programs.
The difference is that direct state budget investment and combined state budget capital only account for about 16%, socialized mobilized capital accounts for 84% (mainly from credit capital accounting for 82.5%). The total outstanding debt of policy credit programs in the communes of ethnic minority, mountainous, border and island areas is 1,805.3 billion VND, with 25,894 people still having outstanding debt, contributing to solving the urgent need for capital to develop production, increase income, and arouse the will to get rich in their own homeland. Thereby, by the end of 2023, the province will no longer have poor households according to the Central poverty standards.
Quang Ninh has also developed, promulgated and implemented new poverty standards with the income criteria of poor households in the province being about 1.4 times higher than the Central level (Resolution 13/2023/NQ-HDND of the Provincial People's Council). Along with implementing support policies to care for poor and near-poor households, the province has allocated from the budget for 21 poor households and 258 near-poor households to borrow policy credit capital with a total amount of 25 billion VND. This capital will help people develop production, increase income, improve their lives, contributing to the goal of bringing the average income of people in rural areas from 73,348 million VND/person/year (2023) to over 100 million VND/person/year by the end of 2024, reducing 50% of near-poor households according to the multidimensional poverty standards applied in the province.
Quang Ninh province has also completed the task of building new rural areas in the 2021-2025 period; 13/13 district-level localities have met the standards/completed the task of building new rural areas; 4/7 districts have basically completed the criteria/indicators for districts meeting advanced new rural standards (Binh Lieu is the first ethnic minority, mountainous, and border district in the country to meet new rural standards; Dam Ha and Tien Yen are the first two districts in the country to meet advanced new rural standards)...
The achievements in the journey of continuous efforts to care for the people will add new strength, new motivation, new spirit for Quang Ninh to continue to achieve even stronger development steps as wished by General Secretary Nguyen Phu Trong when visiting and working with the province on April 6, 2022: "Wishing Quang Ninh to go far. That is Quang Ninh as Quang Ninh".
