
In Hanoi, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed an official dispatch requesting urgent handling of subsidence and cracking incidents on the right dike of Cau River through Da Phuc Commune and the right dike of Red River through Phuc Loc Commune.
According to the Ministry of Agriculture and Environment, these are two key dike lines that have had many incidents but have not been thoroughly resolved. The cracks tend to widen, directly threatening the flood prevention safety of the capital while the weather continues to be complicated.
The Ministry of Agriculture and Environment requested Hanoi City to quickly mobilize forces, materials, and equipment to handle the situation, paying attention to implementing the plan to build a dike to expand the dike towards the inner fields at the right dike of Cau River as proposed in 2019.

On the same day, the Ministry of Agriculture and Environment also sent a document to the People's Committees of Nghe An and Ha Tinh provinces on ensuring the safety of dykes in response to the large flood on the Ca River. Forecasts from the National Center for Hydro-Meteorological Forecasting show that from now until July 25, a large flood will appear on the Ca River, with the flood peak likely to exceed alert level 3.
The Ministry of Agriculture and Environment requests localities to strictly implement previous dispatches of the Prime Minister and the Ministry of Agriculture and Environment, urgently inspect and protect dikes at key points and unfinished construction works, and fully prepare human resources and rescue equipment according to the "4 on-site" motto.
Previously, on July 22, the Ministry of Agriculture and Environment also issued an urgent dispatch requesting Nghe An and Ha Tinh provinces to proactively evacuate people in riverside areas and low-lying areas at risk of landslides and flash floods due to the circulation of storm No. 3 causing very heavy rain.
The Department of Dyke Management and Natural Disaster Prevention warned that in the context of continuing extreme weather, if existing incidents are not promptly handled and protection of key vulnerable areas is not strengthened, the risk of insecurity may occur.
