Proposal to build monorail along the Red River

The Deo Ca - Van Phu Group consortium has just reported the preliminary results of the Red River Boulevard - Landscape Project after more than two months of research. The project has a total estimated investment of 300,000 billion VND, including a boulevard about 80 km long, running along both banks of the river from Hong Ha Bridge to Me So Bridge. This boulevard will include 67 km of overpasses, 10 km of tunnels under the bridge with 6 lanes.

The investor consortium proposed to build an urban railway line about 84 km long with 82 km of viaducts and 2 km of tunnels running along both sides of the Red River.

In addition, the project has 3,300 hectares to develop green space, 8 parks and public areas, turning the riverside area into a landscape highlight serving services and tourism .

Regarding the implementation method, the Investor Consortium proposed to adjust the Red River urban zoning plan, dividing it into three independent projects including: Public investment project for site clearance implemented by the Hanoi People's Committee; Red River Boulevard - Landscape PPP project; Red River Monorail PPP project.

Regarding the construction solution, the consulting unit proposed a solution of an overpass outside the dike combined with an underpass system, to ensure seamless connection of the route without affecting existing historical structures, developing a multi-modal transport network. Different level intersections ensure safety, convenience, and especially develop green space to preserve nature and existing historical structures.

After receiving preliminary research results, the Hanoi People's Committee leader requested the investor consortium to set a target of starting the project in January 2026 and completing it before 2030.

In June, the Hanoi People's Committee approved the proposal to study the project of building a boulevard and landscape along the Red River under the public-private partnership (PPP) method of the Deo Ca - Van Phu Joint Venture. The project proposal unit committed to self-arranging the funding for the dossier preparation.
