Improve the overall quality of people's lives

Currently, Quang Ninh continues to synchronously deploy many solutions to improve the material and spiritual life quality of the people, with special attention paid to social security policies, healthcare, education, employment and environmental protection.

Since the beginning of 2025, the province has stepped up the work of eliminating temporary and dilapidated houses in the area. Accordingly, in the first 6 months of the year, 96/102 poor and near-poor households have been repaired and rebuilt according to the province's multidimensional poverty standards, expected to be completed before October 30, 2025. At the same time, the Housing Support Project for 247 households with meritorious services has been implemented, of which 216 have been completed. In parallel, the social housing investment program according to the Government 's target, with the goal of building at least 1 million apartments, is being accelerated and is expected to complete site clearance and project establishment steps in the third and fourth quarters of 2025.

Quang Ninh also focuses on strengthening the specialized and grassroots healthcare systems. The rate of population participating in health insurance is up to 95.56%. The quality control of pharmaceuticals and health protection foods is tightened, and violations are strictly handled. Investment in the system of medical examination and treatment facilities has been increased, in which the Project to expand and upgrade the Vietnam - Sweden Uong Bi Hospital and Quang Ninh Obstetrics and Pediatrics Hospital Phase II is being actively implemented.

Education and training is one of the main pillars in the strategy to improve people's lives. Quang Ninh continues to maintain its 8th position out of 63 provinces and cities in terms of the number and rate of national excellent high school students. The work of universalizing education and eliminating illiteracy is highly appreciated: The province was recognized as having met the standards of universalizing primary education level 3, lower secondary education level 3 and universalizing preschool education for 5-year-old children since 2013, two years ahead of the whole country. To date, the province has completed 12 schools invested according to high-quality criteria and put them into use, it is expected that by the end of 2025, 16 schools will be completed and put into use.

Employment and vocational training are considered important driving forces to improve income and quality of life. The province strives to create at least 30,000 more jobs by 2025, focusing on supporting vocational training for rural workers, young workers and ethnic minorities. In the first 6 months of the year, 17,580 workers were newly employed, of which 419 went to work abroad under contracts, reaching nearly 70% of the plan. The rate of trained workers reached 87.3%, of which 51.6% had degrees and certificates, showing that the quality of human resources is increasingly improving. The whole province has 309,000 people participating in social insurance, equivalent to 48.36% of the working-age workforce.

Social security work is focused with the total budget for the first 6 months of the year estimated at 1,270 billion VND, an increase of 11% over the same period in 2024. On the occasion of the Lunar New Year 2025, the province visited and presented gifts worth over 120 billion VND to policy beneficiaries and the poor, contributing to ensuring a stable material and spiritual life for the people, and a warm and happy spring.

Technical infrastructure, traffic and urban areas have also been significantly improved. A series of key traffic projects such as the Ha Long - Dong Trieu riverside road, the Van Don - Mong Cai expressway connection, the Ha Long - Cam Pha coastal road... are being disbursed quickly, creating favorable conditions for trade, tourism and socio-economic development. Along with that, reforming administrative procedures to facilitate people and businesses is also focused on. The province develops online public services with the rate of early settlement on the provincial electronic One-Stop system reaching 73.9%; the rate of online payment reaching 70.51.

With the strong direction of the Provincial Party Committee, Provincial People's Committee and the participation of the entire political system, business community and people, Quang Ninh has been creating positive changes, gradually improving the quality of life for the people. The solutions are all aimed at the common goal: Building Quang Ninh into a livable land, where every citizen can fully enjoy public services, sustainable social security and comprehensive development.
