Hanoi's Industry and Trade sector needs to reform to meet new requirements and make the capital's economy break through.

“The Industry and Trade sector needs to strongly reform to meet the requirements and demands of the capital in the new era.” That was the direction of Vice Chairman of the Hanoi People’s Committee Nguyen Manh Quyen when working with the Department of Industry and Trade on the afternoon of July 10.

According to Deputy Director of Hanoi Department of Industry and Trade Nguyen Kieu Oanh, in the first 6 months of 2025, the city's GRDP is estimated to increase by 7.63% over the same period in 2024. Of which, the industry and wholesale and retail sectors contribute 1.54 percentage points to the 7.63% increase in GRDP. However, processing and manufacturing enterprises still face many difficulties.

In the domestic trade sector, in June, 1,657 enterprises ceased operations, an increase of 41.4% over the same period last year, and 573 enterprises dissolved, an increase of 59.1%.

In the last 6 months of 2025, the Department of Industry and Trade strives to complete and exceed the following targets: Industrial added value from 7.15% or more; Wholesale and retail added value from 10.6%, for the whole year of 2025 from 8.79% or more; Total retail sales of goods and service revenue from 14.53% or more; Export turnover of goods for the whole year of 2025 to achieve a growth rate of 7% or more. Strive to control the consumer price index for the whole year of 2025 to be lower than or equal to 5%...

At the meeting, Director of Hanoi Department of Industry and Trade Vo Nguyen Phong proposed that Hanoi consider and arrange public investment capital to renovate Hanoi's traditional market system.

At the same time, the Hanoi People's Committee directed the People's Committees of communes to speed up the progress of site clearance for industrial clusters established in the 2018-2020 period. The Department of Agriculture and Environment urgently appraised and submitted to the city for decision on land allocation and land lease for industrial clusters that have completed site clearance...

Speaking at the meeting, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen raised many issues. Currently, Hanoi has switched to operating a two-level local government, so the Department of Industry and Trade needs to support the commune and ward levels to carry out tasks under the sector.

The Industry and Trade sector needs to review industrial parks and clusters, because some industrial parks and clusters are located in 2-3 communes, so it is necessary to clearly define specific responsibilities for each commune.

In addition, some tasks of the industry such as developing outlet model systems, wholesale markets... have been proposed for a long time but have not been implemented yet. "The Department of Industry and Trade needs to promote proactiveness to step in to resolve and implement these tasks," Vice Chairman Nguyen Manh Quyen requested.

The Vice Chairman also requested the Department of Industry and Trade to coordinate with relevant departments, branches, and People's Committees of communes to resolutely eliminate temporary markets and flea markets by 2025, along with building a modern market system.

The Department of Industry and Trade coordinates with the Department of Agriculture and Environment to review small slaughterhouses and transfer them to centralized slaughterhouses to ensure food hygiene and safety. To do this, the management agency must have effective support policies for businesses and infrastructure investment units.

Regarding industry and handicrafts, the Department of Industry and Trade established inspection teams, promoted early investment in infrastructure in industrial clusters, encouraged tree planting, environmental and waste treatment, and aimed at developing ecological industrial clusters in the direction of "bright - green - clean - beautiful".

Identify the city's key industrial products towards regional and international levels; organize handicraft fairs worthy of the capital, attract people and domestic and foreign tourists to the events, and create a production - consumption supply chain.

Regarding integration and export, it is necessary to strengthen connections, seek new markets, support deep processing projects, and strengthen the fight against trade fraud, counterfeit goods, and imitation goods, especially in the field of e-commerce...
