The Inspectorate summarizes work in 2024 and deploys tasks in 2025

Speaking at the opening of the conference, Member of the Party Central Committee, Government Inspector General Doan Hong Phong emphasized that 2024 is a "sprint" year of special importance in implementing the 5-year socio-economic development plan 2021-2025; In the context that the country is still facing many difficulties and challenges due to the impact of external factors and internal problems. For the Inspection sector, this is a year with a large workload, especially urgent tasks assigned by the Steering Committee, the Government, the Prime Minister and heads of administrative agencies at all levels.

In that situation, under the correct, flexible and creative leadership and direction of the Party Central Committee, the Politburo , the Secretariat, the National Assembly, the Government, the Government Inspectorate and the Inspection sector have made efforts to overcome all difficulties and challenges, unite and excellently complete all assigned tasks, achieving many important results contributing to the prevention and fight against corruption and negativity, political stability, order and social security for the country's socio-economic development.

The Inspector General said that at the Conference, delegates listened to the draft 2024 Work Report, the key tasks of the Inspection sector in 2025, the presentations and especially the direction of comrade Nguyen Hoa Binh , Politburo member, Permanent Deputy Prime Minister of the Government for the Inspection sector.

Accordingly, the Government Inspector General Doan Hong Phong requested the delegates to focus on studying, exchanging and discussing practical and effective contents. On that basis, evaluate the outstanding results of inspection work, handling complaints and denunciations and preventing and combating corruption and negativity in 2024; Point out the shortcomings and limitations to have solutions to overcome them, striving to excellently complete all tasks in 2025 assigned by the Party and State to the Inspection sector.

The report presented at the Conference by Deputy Inspector General of the Government Duong Quoc Huy showed that the entire sector has carried out 6,673 administrative inspections and 118,983 specialized inspections and checks. Through inspections, management has been rectified, legal mechanisms and policies have been perfected in many fields; economic violations of VND 157,585 billion and 245 hectares of land have been discovered; of which VND 85,403 billion and 41 hectares of land have been recommended to be recovered; settlements have been made, and 72,183 billion and 204 hectares of land have been excluded from the final settlement value due to non-compliance with regulations and competent authorities have been requested to consider and handle VND 72,183 billion and 204 hectares of land; 105,108 decisions have been issued to sanction administrative violations of organizations and individuals with a total fine of VND 4,150 billion; recommendations have been made to consider and handle administrative violations of 2,360 collectives and 9,017 individuals; Transferred 269 cases and 173 subjects to the investigation agency for consideration and handling.

The whole industry has urged and inspected the implementation of 6,771 conclusions and decisions on inspection, of which 4,468 inspection conclusions have completed 100% of the required contents (accounting for 66.0% of the total number of inspection conclusions urged and inspected). Through urging, the authorities have recovered 6,050 billion VND (reaching a rate of 45.3%), 77 hectares of land; administratively handled 2,965 organizations, 11,109 individuals; transferred 108 cases, 106 subjects to the investigation agency; prosecuted 21 cases, 29 subjects; newly issued, amended, supplemented, abolished 399 documents on mechanisms, policies, and laws according to recommendations in the inspection conclusions (reaching a rate of 70.1%).

In the work of receiving citizens, in 2024, there were 337,635 people coming to state administrative agencies to make complaints, denunciations, recommendations, and reflections (down 7% compared to 2023), with a total of 360,086 people received (down 9.2%) in 287,766 cases (down 4.2%), with 2,701 large groups (down 23.5%).

Administrative agencies received 447,571 petitions of all kinds; processed 436,662 petitions, of which 366,174 were eligible for processing, accounting for 81.8% of the total number of processed petitions; processed were 54,953 complaints, 21,987 denunciations, 289,234 petitions and reflections; there were 30,238 complaints and denunciations under the jurisdiction of state administrative agencies. Compared to 2023, the number of petitions of all kinds increased by 5.9%, the number of complaints under the jurisdiction increased by 10%, the number of denunciations under the jurisdiction increased by 19.5%.

Regarding the work of preventing and combating corruption, the total number of corruption cases discovered was 61 cases, 107 people; of which: through internal inspection activities, 11 cases, 19 people were discovered; through inspection and examination activities, 36 cases, 69 people were discovered; through handling complaints and denunciations, 14 cases, 19 people related to corruption were discovered...

Deputy Prime Minister Nguyen Hoa Binh expressed his pleasure at attending the Conference on the implementation of the Inspectorate's work in 2025. The Deputy Prime Minister affirmed that this is an important event for the Inspectorate to review the results achieved, deeply analyze existing limitations, and unify the direction and tasks in the coming time. On behalf of the Government, the Deputy Prime Minister sent greetings, best wishes, and best regards to all officials, inspectors, civil servants, public employees, and workers of the Inspectorate.

The Deputy Prime Minister emphasized that the Conference heard many enthusiastic and responsible opinions, especially on important contents of inspection work such as post-inspection handling, anti-corruption work, handling complaints and denunciations, digital transformation, application of science and technology, etc. These are core issues of the Inspection sector, contributing to the whole country's successful completion of the set socio-economic goals.

Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh said that in 2024, in the general context of our country, there will be both challenges and advantages, so we must unite, be highly determined, make great efforts, take drastic actions, overcome many difficulties, and overcome many challenges, thereby helping the socio-economy to recover stably and gradually improve... In that context, there will be effective and practical contributions from the inspection system.

Expressing agreement with the report on inspection work, according to Deputy Prime Minister Nguyen Hoa Binh, strengthening the inspection work of the inspection system in particular and the specialized inspection system, thereby promoting discipline and order, making law enforcement better nationwide; detecting many violations to handle and recover a large amount of assets for the state;... Besides, the Inspectorate has well implemented the direction of the Steering Committee in the inspection system, especially the Government Inspectorate has made very important contributions in performing the tasks of the Central Steering Committee on Anti-Corruption. In addition , the Inspectorate has invested significantly in guiding and building institutions, especially specialized institutions, contributing to creating important legal corridors to contribute to the work of preventing and combating negative corruption... At the same time , the Party's policy is to promote the prevention and combat of waste, because we are wasting a lot of resources, human resources, and time. The Deputy Prime Minister welcomed the Inspectorate together with ministries and branches that have implemented Conclusion 77 to remove difficulties for projects that have existed for many years through inspection..., together with departments and branches to remove difficulties for hundreds of renewable energy projects. And the Inspectorate has done a good job of receiving people, resolving complaints and denunciations, and has made many innovations to promote responsibility in receiving people.

In addition to the achievements, the Deputy Prime Minister agreed with the weaknesses that the Inspection sector has mentioned, such as the rate of recovering money and assets through post-inspection supervision and handling is not high; the situation of complaints and denunciations is still complicated; the periodic reception of citizens by heads at all levels and sectors has changed but not regularly... The Deputy Prime Minister suggested that the inspection conclusions are not really convincing; the effectiveness of the inspection system has gradually decreased, especially the role of district-level inspectors has not been seen, and there are officials who violate the law in the inspection.

Agreeing with the 2025 mission direction that the Inspectorate has stated, the Deputy Prime Minister directed the entire Inspectorate to renew its thinking and more clearly define its functions and tasks; it is very necessary for inspection to detect violations, detect corruption and negativity for strict handling; however, the more important issue is to use inspection work to detect loopholes in policy mechanisms, help criticize policies...; inspection must serve socio-economic development, in addition to strictness, not to become an obstacle to that development in order to serve well the direction and administration of the Government, the Party and the State; inspection must contribute to the work of evaluating cadres, etc. The Deputy Prime Minister affirmed that the highest goal of the Inspectorate is to maintain discipline and law, and promote the law in social life.

The Deputy Prime Minister requested that, in order to implement Resolution 18, the Inspection sector complete the arrangement and streamlining of the apparatus, select qualified staff; improve the quality of inspection work, overcome the shortcomings of unconvincing inspection conclusions; in terms of preventing and combating corruption and negativity, it is necessary to supplement the content of waste, and provide guidance to the grassroots on waste issues...

Deputy Prime Minister Nguyen Hoa Binh said that the work of receiving citizens and handling complaints and denunciations was well done, ensuring close coordination between the central and local levels; promptly, thoroughly and in accordance with regulations, newly arising complaints and denunciations right at the grassroots level; especially focusing on handling complaints and denunciations related to personnel of Party Congresses at all levels; continuing to review and thoroughly handle pending, complicated and prolonged complaints and denunciations, not allowing "hotspots" of complaints and denunciations to arise.

The Permanent Deputy Prime Minister also commended many solutions and tasks that the Inspection sector achieved in 2024. In particular, citizen reception work is one of the bright spots of the sector, contributing to stabilizing the situation and developing the country's socio-economy.

Deputy Prime Minister Nguyen Hoa Binh expressed his belief that with the long tradition of good work and the efforts and dedication of all cadres, civil servants, public employees and workers in 2025 and the coming time, the entire Inspection sector will continue to promote and better fulfill the tasks entrusted to it by the Party, State, Government and People.

On behalf of the Government Inspectorate leadership and the Inspectorate sector, the Government Inspector General Doan Hong Phong accepted all the directions of the Deputy Prime Minister and concretized them into the program and work plan of the Inspectorate sector in 2025. The Inspector General affirmed that he will continue to be united, highly determined, make great efforts, take drastic actions, overcome all difficulties and challenges, and strive to excellently complete all tasks assigned by the Steering Committee, the Government, and the Prime Minister.

In his concluding and closing remarks at the Conference, Government Inspector General Doan Hong Phong said that in 2024, in the face of many difficulties and challenges, the Government Inspectorate and the Inspection sector closely followed the leadership and direction, completed all aspects of work quite comprehensively and achieved important and positive results.

Besides the achieved results, there are still some shortcomings and limitations that have been pointed out, therefore, each agency and unit needs to have measures and solutions for leadership, direction and management to overcome them in the coming time.

General Inspector Doan Hong Phong requested the Inspectorate and the Inspection sector to continue to be united, courageous, innovative, determined, resolute, closely following the direction of leaders at all levels and the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh at the Conference. In 2025, the Inspection sector needs to focus on performing well the following key tasks:

Firstly, regarding inspection work, closely follow the program orientation to ensure appropriate and effective implementation of tasks; Secondly, continue to effectively perform the work of receiving citizens, handling complaints and denunciations according to the provisions of law; Thirdly, improve the effectiveness of solutions to prevent corruption, waste and negativity; Fourthly, promptly and effectively implement the project on reorganizing and streamlining the apparatus according to the approved plan of competent authorities; Fifthly, continue to improve the effectiveness of coordination work, strongly promote the great national solidarity bloc and the participation of the entire political system to improve the effectiveness and efficiency of inspection work, receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity.

To practically achieve achievements to celebrate the 80th anniversary of the Vietnam Inspectorate's tradition (November 23, 1945 - November 23, 2025) and the 6th Patriotic Emulation Congress of the Inspectorate, the Government Inspector General Doan Hong Phong launched an emulation movement in the entire Inspectorate in 2025 with the theme "Solidarity, unity, discipline, responsibility, compliance with the law, flexibility and efficiency". The Government Inspector General called on cadres, civil servants, public employees and workers of the entire Inspectorate to promote the 80-year tradition of building and developing; Determined to strive to excellently complete all tasks assigned by the Party, State and People.
