According to the Hanoi Department of Health's Medical Response Plan for the celebration, parade, and march of the 80th anniversary of the August Revolution and National Day on September 2, the health sector carries out 5 specific tasks, including: Commanding and operating forces participating in medical assurance and coordinating between civil, military, and police medical forces participating in medical assurance for the preliminary rehearsal, general rehearsal, and celebration; ensuring environmental sanitation, implementing disease prevention measures, preventing major epidemics from occurring before, during, and after the celebration; ensuring food safety, coordinating with functional forces to organize food safety inspections before, during, and after the celebration.
In particular, the health sector ensures medical emergency services for the preliminary rehearsal, general rehearsal, and celebration; ensures good health for the forces participating in the mission, delegates, and the masses attending the Celebration; organizes admission, emergency care, treatment, and timely, safe, and effective transportation of patients; prepares emergency beds, mobile emergency teams, and reserves for emergency response in case of mass emergency situations: fire, explosion, poisoning, disaster, chemical and biological terrorism, etc.
According to the Hanoi Department of Health, Hanoi also set up the operation of the A80 Medical Command Center located at the 115 Emergency Center (11 Phan Chu Trinh, Hoan Kiem); operating hours: From 4:00 p.m. to 10:30 p.m. on August 27, from 12:00 p.m. on August 29 to 12:30 p.m. on August 30, and from 12:00 p.m. on September 1 to 12:30 p.m. on September 2. The center is responsible for establishing a smooth communication channel between medical operations coordination units, mobilizing forces, coordinating with related units, handling emergency situations; receiving, responding, and coordinating with emergency teams, ambulances, and medical facilities in the area; and at the same time strictly controlling emergency operations, food safety, and epidemic prevention for the event. The main emergency center will be located at Saint Paul General Hospital and Hanoi Heart Hospital. Specifically, Saint Paul General Hospital will receive all emergency cases transferred from Ba Dinh Square area; respond to emergency admission, classification and treatment for situations with less than 100 patients. Hanoi Heart Hospital will organize emergency admission and treatment for patients with cardiovascular diseases. Hanoi has arranged the 115 Emergency Center as a permanent unit in ensuring emergency transportation, building and deploying the operations of the A80 Command Center, establishing a smooth communication channel between medical operations coordination units, mobilizing forces, coordinating with related units, and handling emergency situations. At the same time, arrange 5 ambulance crews (2 crews on duty at Trang Thi - Ba Trieu Intersection and Hang Day Stadium; 3 crews on duty at 115 Emergency Center on duty round 2 for ambulance crews on duty round 1 serving in Ba Dinh Square area); prepare ambulances and staff on duty to participate in emergency transportation when there is a situation to respond to the transport of infectious disease cases. There were 20 hospitals assigned to be on duty at the preliminary rehearsal, final rehearsal and celebration; 8 hospitals and the 115 Emergency Center were on duty to serve the mass parade practice and special art program at My Dinh Stadium and Ba Dinh Square.
