Nghe An aims for an average GRDP growth rate of 12% or more.

The 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, held from October 1-3, voted to pass the Resolution on socio-economic development with high unity and consensus.

The Resolution identifies the focus on implementing 39 main targets and groups of targets for the 2025-2030 period, including: 5 groups of targets on Party building and the political system; 10 groups of targets on economy, science and technology; 17 targets on culture and society; 5 targets on environment; 2 targets on national defense and security.

Of which: The number of grassroots party organizations, party committees directly under the Provincial Party Committee and cadres under the management of the Provincial Party Committee and party committees directly under the Provincial Party Committee who have completed their tasks well or better reaches 90-95%.

Admitting new party members annually reaches 3-4% of the total number of party members of the Provincial Party Committee. Streamlining the staff of the political system and reducing the payroll to ensure the targets assigned by the Central Government. Basically forming and effectively operating a modern digital government before 2030.

The Human Development Index (HDI) is about 0.78. The poverty rate decreases by an average of 0.5-1.5% per year. The rate of people participating in social insurance is 41.5% of the population. The rate of communes and wards meeting safety standards for security and order each year is more than 80%.

In terms of economy , the average growth rate of gross regional domestic product (GRDP) in the period of 2026-2030 will reach 12% or more; GRDP per capita will reach about 165-190 million VND. Total social investment capital in the period of 2026-2030 will reach about 1,150 trillion VND. State budget revenue in the area will increase by an average of 12% or more.

The Resolution sets the goal that by 2030, Nghe An will become a fairly developed province in the country, a national growth pole; a center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, and tourism.

In addition, Nghe An has a synchronous and modern infrastructure system that effectively adapts to climate change; people's material and spiritual life and health are constantly improved; the value of forest, sea, island ecosystems, culture, history and traditions, especially Nghe An culture, are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are maintained.

Vision by 2045, Nghe An becomes a high-income, comprehensively developed, civilized and modern province.

To realize the above goals, the Resolution of the Congress of Nghe An Provincial Party Committee determined to focus on implementing 3 development breakthroughs, which are: Institutional breakthroughs; breakthroughs in human resource development and breakthroughs in infrastructure development.
