In line with the Central Government’s directives, the upcoming reorganization and streamlining of the apparatus is considered a comprehensive restructuring. However, to do so, we must be determined to “cut out” the bottlenecks that are becoming obstacles leading to stagnation of the apparatus; at the same time, we must aim to perfect and make the apparatus operate more smoothly and effectively.
Urgent task
Although the organization and streamlining of the apparatus is one of the important tasks that our Party and State have paid attention to and carried out early and regularly. However, it is rare to see the restructuring of the apparatus being carried out urgently, seriously and with high unity from the Central to the local level as at this time. This comes from the requirement of national development in the context of the Vietnamese nation entering a new era of development. Therefore, the organization of the apparatus of the entire political system must truly become a strong support to promote the transformation of the country, instead of being an obstacle due to the cumbersomeness, stagnation, and inefficiency in some stages and some areas.
Talking about this urgent task, General Secretary To Lam emphasized: The strategic convergence point after 40 years of national renovation is bringing a historic opportunity to bring the country into the era of development, the era of national rise; also posing an urgent requirement to resolutely carry out the revolution to build a truly streamlined political system that operates effectively and efficiently. Therefore, it is necessary to focus on building and organizing the implementation in the entire political system of the overall model of the organization of the Vietnamese political system apparatus, meeting the requirements and tasks in the new revolutionary period.
From the strong direction of the head of our Party, at the same time, thoroughly grasping the motto of focusing on perfecting the institution in the spirit of "running and lining up at the same time", in order to quickly put the Party's policy into practice, Thanh Hoa province has urgently and seriously built and proposed a plan to streamline the organizational apparatus of agencies, units and localities in the province. The plan is associated with restructuring and improving the quality of the contingent of cadres, civil servants and public employees with sufficient qualities and capacity, equal to the tasks, meeting the requirements in the new period. At the same time, recommending and proposing plans to arrange and streamline the organizational apparatus of other agencies and organizations in the political system to ensure effective and efficient operations.
The arrangement of the apparatus organization ensures unified management by sector and field from the Central to the local and grassroots levels. At the same time, from the practice of organizing the apparatus, functions, tasks, effectiveness and efficiency of the operations of agencies and units in the province, to rearrange them to suit the requirements and tasks in the new period. In particular, the province will focus on directing the merger of departments, agencies, branches and units according to the Central's direction, ensuring timeliness and progress. Specifically: Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; merging the Department of Planning and Investment and the Department of Finance; merging the Department of Transport and the Department of Construction; merging the Department of Information and Communications and the Department of Science and Technology (transferring some other tasks to the Department of Culture, Sports and Tourism, the Department of Education and Training and related agencies according to the Central's instructions and regulations); Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to perform the State management of agriculture and natural resources and environment; merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs (transfer the State management function of vocational education to the Department of Education and Training, the State management function of social protection, children, and prevention and control of social evils to the Department of Health); transfer the Religious Committee under the Department of Home Affairs to the Provincial Ethnic Committee, establish the Provincial Ethnic Committee - Religion.
At the same time, the activities of a number of agencies and units (Provincial Cadre Health Care and Protection Board; Provincial Party Committee of Agencies and Enterprises; 3 Party Executive Committees and 8 Party Delegations) will be terminated. Continue to review the functions and tasks of the constituent units (departments, offices, etc.) of provincial agencies and units in the direction of reducing internal focal points, streamlining the payroll, restructuring the staff, civil servants, and public employees, ensuring streamlined, effective and efficient operations. Review all provincial steering committees, only retaining those that are truly necessary. Study the merger of public service units under the Provincial People's Committee with similar functions and tasks. Establish 2 Party Committees under the Provincial Party Committee, including the Party Committee of Party agencies, unions, and justice of Thanh Hoa province and the Party Committee of Thanh Hoa provincial government. In addition, at the district level, it is also proposed to merge, consolidate, dissolve, and reorganize a number of specialized agencies of the district-level Party Committee and government, and public service units under the district-level People's Committee similar to those at the provincial and central levels. At the same time, review and propose the arrangement of commune-level administrative units in the period 2025-2030.
High determination
The restructuring process towards perfecting the apparatus is an urgent task, of special importance to the development of the country, as well as each locality. To do this task well, it is necessary to do well the ideological work first. As Prime Minister Pham Minh Chinh emphasized: The ideology must be clear, the determination must be high, the efforts must be great, the actions must be drastic, the implementation must be synchronous, and the progress must be ensured according to the direction of the Central Government. The implementation process must promote responsibility, promote the national interests above all, first of all, and choose options suitable to the conditions and circumstances. Arrange and streamline the apparatus, but must improve effectiveness and efficiency, the functions and tasks must not be abandoned, and some tasks must even be strengthened. At the same time, reduce the focal points, reduce intermediaries, reduce procedures, strengthen the grassroots, eliminate bureaucracy and subsidies; increase digital transformation, reduce direct contact, reduce petty corruption, reduce harassment for people and businesses. In particular, the process of streamlining the apparatus needs to fight corruption, fight personal interests, and eliminate the mechanism of asking and giving...
In that spirit, the process of reorganizing and streamlining the apparatus with new, more difficult and complicated goals is posing higher requirements for determination, drasticness, efforts and responsibility of the Party Committee and the Thanh Hoa Provincial Government. In particular, the reorganization of the apparatus is directly related to the interests of the cadres, therefore, it is necessary to promote the spirit of courage, even sacrifice of personal interests of cadres, party members, civil servants, public employees and workers for the common good. At the same time, consider this as a "screening" to remove from the apparatus those who do not have enough qualities, capacity and prestige; as well as need to strongly innovate the work of evaluating, promoting, appointing and transferring cadres in a substantive direction. To do so, along with clarity in ideology and awareness, the process of arranging and assigning cadres, especially the heads of merged units, must be truly fair, objective, public and transparent. Absolutely do not allow negativity, group interests, and locality in the work of arranging, organizing the apparatus and cadres. At the same time, it is necessary to base on the assessment of cadres, work results, and specific products of each person to consider the arrangement; link the results of the head with the results of the agency, unit recognized by the competent authority. In addition, cadres who are arranged and assigned work must comply with the assignment of the Party, for the common development of the industry, agency, unit and province.
Streamlining the apparatus is a difficult issue, so it needs to be carried out carefully, objectively, democratically and systematically. To do that, in addition to general solutions, there also need to be breakthrough solutions. At the same time, it is necessary to ensure mechanisms, policies, means, and facilities for agencies and units to operate, in order to meet the requirements and tasks of the new period. Therefore, in the process of implementing the arrangement and streamlining of the apparatus, Thanh Hoa really needs the attention, direction, and guidance of the Central Government, in order to ensure unity and synchronization. In particular, the Central Government should soon issue specific mechanisms and policies for cadres, civil servants, public employees, and workers affected by this arrangement; as well as have a separate mechanism for handling surplus public assets after the arrangement, transfer, and termination of operations of agencies and units.
