Resolution No. 71-NQ/TW of the Politburo as a new revolution

At the regular August Government press conference - the afternoon of September 6, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong said that on August 22, 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution No. 71-NQ/TW on breakthroughs in education and training development (Resolution 71). Not only the education sector but the whole country is delighted when the education and training sector is honored to be identified as a top national policy, a decisive factor in the future of the nation.

Educational breakthroughs start from thinking, awareness, and institutions, with very clear and specific goals; high requirements and revolutionary nature, including the stages: 2025-2030, 2030-2045 with 8 groups of actionable, breakthrough and feasible solutions. The meaning of this Resolution is like a new revolution. Educational innovation is not just reform and correction but must be breakthrough.

The Ministry of Education and Training is urgently consulting and coordinating with the Central Propaganda and Mass Mobilization Commission to disseminate and implement Resolution No. 71 as soon as possible.

Within the scope of responsibility of the Ministry of Education and Training, the implementation of the resolution will include amending relevant laws such as the Law on Education, the Law on Higher Education, the Law on Vocational Education, etc. to be submitted to the National Assembly in October 2025. Not only the Ministry of Education and Training but all levels and sectors have been clearly assigned in the Resolution, with clear people, clear work, and clear objects of implementation.

According to the Deputy Minister, this is a highly actionable and revolutionary resolution. For the first time, the Resolution clearly states that the National Assembly Party Committee directs agencies and sectors to allocate sufficient resources for implementation from 2025. The Government Party Committee also directs agencies, sectors, provinces and cities to select tasks to be completed in the 2025-2026 school year.

This shows the determination, direction, and strength as the Minister of Education and Training said in his speech: This Resolution shows the attention of the Party and State to education and training, the concern, desire, and special feelings of General Secretary To Lam.

It is clearly expressed through the propositions, viewpoints, solutions, and assignments that are very clear, action-oriented, highly motivating, a revolutionary breakthrough, not a reform or correction. From there, the ministries and branches from the Central to the local levels must also act at a high level.

At the year-end conference of the education sector, Prime Minister Pham Minh Chinh stated that it is necessary to innovate management thinking, and that the tasks are not only of the education sector but of the whole society.

Only then will it be the top national policy, the decisive factor for the nation's future, and the only way to change the nation's destiny. We have human resources, people with full qualities and abilities to enter the new era on par with the world powers as Uncle Ho wished.

“With that awareness, we believe that Resolution 71 is enthusiastically received by the whole society, especially the education sector, clearly demonstrating the sector's responsibility in presiding over and advising on the implementation of the resolution with clear groups of tasks and solutions,” the Deputy Minister emphasized.
