On September 29, according to information from the Department of Education and Training of Ca Mau province, the province is currently short of nearly 1,500 teachers and staff at educational institutions. Of these, there is a shortage of more than 1,000 teachers and about 473 staff.

At a recent conference to resolve difficulties of the Education sector in Ca Mau province, many communes and wards complained about the local surplus and shortage of teachers, making it difficult to arrange teachers to teach at educational institutions.

For example, Phu Tan commune lacks 4 preschool teachers; Vinh Trach ward lacks 34 teachers and 6 staff; Tan Hung commune lacks 12 preschool teachers;...

Communes and wards propose that the provincial Department of Education soon advise on recruiting teachers for vacant positions to ensure resources for effective teaching.

The 2025-2026 school year report of the Department of Education and Training of Ca Mau province shows that the teaching staff is still surplus and partially deficient compared to the norm. Meanwhile, the contract and recruitment of additional teachers have not met the requirements due to lack of recruitment sources and streamlining of staff.

For new subjects and integrated subjects that do not have qualified teachers, teachers from current subjects must still be arranged to teach, causing difficulties in arranging teachers and developing school education plans.

According to the Department of Education and Training, not only is there a shortage of teachers, schools also lack equipment, laboratory, medical , library, and accounting staff, but they cannot sign contracts or recruit. The reason is that there is no policy and funding source for contract payments, and no contract guidelines for autonomous educational institutions.

Mr. Nguyen Van Nguyen, Director of the Department of Education and Training of Ca Mau province, suggested that educational institutions from kindergarten to high school level should first review the surplus and shortage of teachers. From there, the department will synthesize and coordinate with the Department of Home Affairs to transfer teachers between communes and wards. After that, the department will carry out teacher recruitment exams to recruit the right positions and expertise.

"How to ensure enough teachers, where there are students there must be teachers", Mr. Nguyen clearly stated.

Vice Chairman of the People's Committee of Ca Mau Province Nguyen Minh Luan requested the Department of Home Affairs to promptly advise the Provincial People's Committee on recruiting teachers. For now, the transfer of teachers within the commune will be carried out by that commune.

Mr. Luan noted that while waiting for recruitment, units need to specifically review how many people are needed. According to him, "if there are students, there must be teachers." The immediate plan is that places where overtime is given priority, followed by professional contracts.
