Accordingly, Hue City residents can conduct vehicle ownership transfer transactions entirely in the electronic environment - the Ministry of Public Security's Public Service Portal, via VNeID account. This is an important step forward in applying technology to administrative procedure settlement, helping people significantly reduce the time and costs related to notarizing vehicle transfer contracts.

The process of transferring vehicle ownership on online public services is carried out through the following steps: The vehicle owner (seller) logs into the Ministry of Public Security's Public Service Portal to declare information on vehicle ownership transfer. The Public Service Portal will send information about the seller, co-owner (if any), and buyer to VNeID for confirmation by relevant parties.

Then, the Public Service Portal sends information to the people to carry out the recall procedure; sends information to the vehicle registration system to carry out the recall procedure; the electronic tax system to carry out the registration fee payment. The buyer declares information and carries out the vehicle registration transfer procedure at the vehicle registration agency as per the current process.

The pilot implementation is applied to individuals (excluding organizations and businesses) with VNeID level 2 accounts, with permanent residence in Hue City and need to transfer the ownership of the following types of vehicles: Cars, motorbikes, scooters, electric scooters. The pilot period is from June 15, 2025 to July 14, 2025.
