Central people stockpile food to cope with storms and floods

According to forecasts, due to the influence of storm No. 12, from noon on October 22 to 27, the area from Hue to Quang Ngai, especially Da Nang, will have very heavy rain. In this situation, the central localities are urgently deploying response measures, ready to evacuate the flood.

Calling on thousands of ships to take shelter

On October 21, Da Nang City leaders directed departments, branches, communes and wards to proactively deploy plans to prevent natural disasters and closely monitor the developments of storm No. 12. The city asked people to stock up on food and necessities for at least 3 days; evacuate people from deep flooded and landslide areas. The Da Nang Department of Education and Training requested schools to allow students to take time off from school based on the actual situation to ensure safety.

The City Military Command requested that all units be on duty with 100% of their personnel from 5 p.m. on October 22 to 30, ready to respond to emergencies. The Standing Militia Squadron coordinated with Naval Region 3 to guide safe anchoring of boats; the 699th Armored Battalion arranged a maneuver plan in case of bad situations. The Nguyen Van Troi bridge was raised so that boats could take shelter on the southwest side of the Han River. The City Border Guard also banned boats from going out to sea.

At Tho Quang fishing port and fishing port, more than 3,500 Da Nang fishing boats and hundreds of boats from the Central provinces have anchored to avoid the storm. Son Tra fishermen urgently brought their boats ashore, taking advantage of empty land along Hoang Sa and Le Van Luong streets as shelters. In the highland communes and border areas of Da Nang City, the evacuation of people was urgently carried out. Mr. Trinh Minh Hai, Chairman of Tra Linh Commune People's Committee, said that the commune had evacuated 29 households on Kon Pin peak (village 2) due to the discovery of a landslide crack 50m long, 0.5m wide, only 35m from people's houses. In Tra Doc commune, heavy rain caused 11 high-risk landslide points to appear, threatening 541 people. The authorities have organized the evacuation of people to safe places and at the same time sent forces to stand guard at key points to rescue and save people when separation occurs.

In Quang Ngai , more than 6,100 fishing boats with 34,300 fishermen have entered safe shelters. Border guards fired flares at four seaports of Sa Ky, Sa Can, Sa Huynh and Ly Son to call on boats to quickly come ashore. Mr. Nguyen Van Huy, Chairman of the People's Committee of Ly Son Special Zone, said that the locality has tied up houses, relocated cages and rafts; mobilized militia and people to harvest 300 hectares of green onions. Chairman of the People's Committee of Quang Ngai province Nguyen Hoang Giang requested localities to review plans to evacuate people in high-risk areas such as Rook Met (Dak Plo commune), Xo Thac (Mang But commune), Go Khon (Ba Dinh commune), Tra Linh (Tay Tra Bong commune), Go Oat (Ba Vinh commune)...

In Hue, the locality has made plans to evacuate more than 10,000 households with 32,697 people in coastal, lagoon and low-lying areas to safe places; and has stockpiled nearly 100 tons of food and essential foodstuffs. Petroleum enterprises ensure stable supply when the rain and floods last for a long time.

High risk of flash floods

Updated to the evening of October 21 from the National Center for Hydro-Meteorological Forecasting, the center of storm No. 12 is in the sea north of Hoang Sa archipelago, about 420km east-northeast of Da Nang city. The strongest wind near the center of the storm is still at level 9-10 (75-102km/h), gusting to level 12. Since the morning of October 21, the storm has changed direction to the West and then West - Southwest, moving at a slower speed of 10-15km/h. By the afternoon of October 22, the center of the storm is about 125km east-northeast of Da Nang city and gradually weakens before making landfall in the Central region (the focus of landfall is the Da Nang - Quang Ngai area).

From the afternoon of October 22 to 23, the storm gradually weakened into a tropical depression, then a low pressure area and dissipated when moving to Laos. From the afternoon of October 22, on the mainland along the coast from Quang Tri to Da Nang, the wind will gradually increase to level 6, sometimes level 7, gusting to level 8-9. Due to the influence of the storm's circulation from noon on October 22 to October 27, the area from Ha Tinh to Quang Ngai will have widespread heavy rain. The total rainfall from Ha Tinh to North Quang Tri and Quang Ngai is about 200-400mm, locally over 500mm; the area from Quang Tri to Da Nang is generally 500-700mm, locally over 900mm.

According to Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, heavy rains in the Central region are likely to last until the end of October 2025. There is a high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas. Localities must safely operate hydroelectric and irrigation reservoirs before, during and after the storm, and prepare response plans for flood scenarios on rivers from Quang Tri to Quang Ngai that may reach alert level 3 and exceed alert level 3. Pay special attention to the risk of thunderstorms, whirlwinds with strong gusts of wind in the storm's circulation area, both before and during the storm's landfall.

On the evening of October 21, cold air affected most areas in the North and some places in the Central region. In Hanoi, there was a northeast wind causing a slight chill in the evening. The National Center for Hydro-Meteorological Forecasting said that from October 22, a stronger cold air mass will strengthen in the North of our country. Hanoi will become cold at night and in the morning (many places will only have temperatures of 17-19 degrees Celsius, in mountainous areas some places will drop below 16 degrees Celsius).
