
Package XD01 (route km15+270-km40+00) was awarded the construction contract by the consortium of 168 Vietnam Construction Group Joint Stock Company and Dong Thuan Ha Company Limited. The package is located in the two districts of Thang Binh and Hiep Duc. In which, the consortium member is Dong Thuan Ha Company Limited (headquartered in Tay Ninh province) undertaking the construction of the section km15+270 - km27+314.69 through Thang Binh district.
Dong Thuan Ha Enterprise said that up to now, the contractor has basically completed the installation of U-groove components, and the expansion of the road surface to the old road surface elevation of the sections that have been handed over and have the consent of the people. However, in general, the contractor has not been able to synchronously implement the construction of the items to ensure the contract progress and construction methods approved by Project Management Board 4 (Vietnam Road Administration), the unit assigned to manage the project.

The main reason is the slow handover of the site, not to mention the area of the handed over site is still intermittent and not continuous. In addition, the locations where the site has been handed over are still stuck with technical infrastructure systems due to slow relocation (clean water supply system).
Accordingly, Binh Quy commune has handed over 10 sections that can be constructed with a total length of 0.737m/4.9km, while 7 sections with a total length of 0.635m cannot be constructed because people have not agreed to hand over the site.
On April 26, Thang Binh district continued to hand over an additional 100m long section of land on the left side of the route, opposite the entrance to Ha Lam intersection of the Da Nang - Quang Ngai expressway (the previously compensated section of the expressway).

Binh Dinh Bac commune has handed over 6 sections with a total length of 2.088/3.1km that can be constructed; 2 sections with a total length of 0.205m cannot be constructed because the people have not agreed to hand over the site.
Binh Tri Commune has handed over 22 sections of land that can be constructed with a total length of 3.18/5.2km; 7 sections with a total length of 0.939m cannot be constructed yet because the people have not agreed to hand over the land.
With the above reality, the contractor has just sent a document to Project Management Board 4 (and also to the Vietnam Road Administration and the People's Committee of Thang Binh district) requesting attention and early handover of the site so that the contractor can continue construction, not affecting the progress and causing damage to the contractor due to lack of site. Considering the delay in handing over the site is the basis for extending the progress of the contract implementation of package XD01.
