"Dual mission" must be completed

The whole country in general, Quang Ninh in particular, is entering a new era - the era of national growth, focusing on both arranging and merging to implement the 2-level local government model, while striving to complete the socio-economic development targets, with the country's GDP growth target of over 8% in 2025.

Vietnam now officially has 34 provinces and cities. Of which, 11 provinces and cities remain unchanged, not merged; 23 new provinces and cities have been rearranged and merged. Implementing the country's historic revolution, Quang Ninh has immediately focused on rearranging, streamlining the organizational apparatus, merging communes to ensure the set progress. The province has now completed the rearrangement and merger of 171 previous commune-level administrative units into 54 units, including: 30 wards, 22 communes and 2 special zones Van Don and Co To.

In order for the two-level local government model to operate smoothly and effectively from July 1, the Provincial Party Standing Committee has agreed on the personnel plan for the leadership of the Party Committee, People's Council, People's Committee, Fatherland Front Committee and socio-political organizations; and leadership and management of departments, offices and units in new communes and wards. Localities have developed projects and plans for the operation of specialized agencies; reorganized the one-level public administrative service center model; completed the arrangement of working headquarters; arranged adequate staff, modern equipment systems, complete information technology infrastructure, synchronous connection with the provincial system, ensuring the quick, accurate and effective handling of administrative records. Quang Ninh has also piloted the two-level government in all communes and wards in the province, promptly handling problems and difficulties, thereby ensuring the new government system operates stably, smoothly and effectively from the official operation date on July 1, 2025.

With careful and thorough preparation, Quang Ninh has agreed that on July 1, 2025, 54 commune-level administrative units in the whole province will simultaneously organize the first meeting of the People's Council to complete the positions in the organizational structure of the People's Council and People's Committee of the communes. Thereby, marking the official transition of the new model. At the same time, ensuring the conditions for the 2-level local government model to operate smoothly and effectively from the very beginning.

Along with seriously, urgently and effectively implementing the merger, arrangement, and assignment of facilities, personnel, and trial operation of commune-level administrative units, Quang Ninh requires localities to well implement the motto of "running while queuing", along with promoting socio-economic development, striving to complete and exceed the set targets and plans, thereby contributing to the province's high growth target of 14% in 2025. Especially, not to interrupt work, affecting the production, business and investment activities of enterprises, investors, and the lives and work of people.

Implementing the dual goals, under the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the efforts of departments, branches, localities, people and the business community, the socio-economic development tasks of the province in the first months of the year achieved many positive results. In particular, in the first 5 months of the year, the industrial and construction sectors continued to maintain growth momentum, the industrial production index (IIP) increased by 14.24% over the same period, the processing and manufacturing sector continued to play the role of economic growth driver with a growth rate of 28.22%, the mining industry and the electricity production industry basically achieved the set plan target; The service and tourism sector continued to grow steadily, total retail sales of goods and service revenue increased by 17.7%; the total number of tourists reached about 10 million, tourism revenue reached over 23,000 billion VND. As of June 10, 2025, the total state budget revenue in the province reached over VND 25,550 billion, equal to 45% of the estimate, of which revenue from import-export activities reached VND 7,690 billion, equal to 43% of the estimate, domestic revenue reached VND 17,852 billion, equal to 45% of the estimate.

Quang Ninh has set an economic growth target of over 14% this year, an increase of 2% compared to the target assigned by the Central Government. This is the highest target ever, so it requires the efforts, determination, solidarity and consensus of the entire political system from the province to the grassroots, especially the 54 commune-level administrative units and newly established special zones in effectively exploiting new development spaces and areas, overcoming difficulties and challenges to develop strongly and make breakthroughs, thereby bringing Quang Ninh firmly into a new era of development.
