Many indicators on the health system and population policy in Huong Hoa district have not been achieved.

This afternoon, November 7, the monitoring delegation of the People's Council of Quang Tri province, led by the Chairwoman of the Provincial Party Committee's Inspection Committee and Head of the Provincial People's Council's Culture and Social Affairs Committee, Ho Thi Thu Hang, worked with the Huong Hoa District Medical Center on the implementation results of the Provincial People's Council's resolutions on developing the health system and population policy in the district.

Accordingly, implementing Resolution No. 87/NQ-HDND dated December 9, 2022 of the Provincial People's Council on developing the health system, improving the quality of public health facilities to meet the health care needs of the people, improving the quality of the population in the province in the period of 2022-2026, with a vision to 2030, up to now, compared to the goals and targets of the resolution, in Huong Hoa district, the ratio of doctors/10,000 people reached 6.7%; university pharmacists/10,000 people reached 0.6%; the ratio of nurses, midwives/doctors in treatment facilities reached 2.6%; the ratio of villages with village health workers trained according to the regulations of the Ministry of Health was 51%.

Regarding the results of implementing population and development targets by 2024, the district's natural population growth rate will be stabilized at under 1.58%; the sex ratio at birth will be stable at 107 boys/100 girls... Regarding the implementation of solutions to improve the quality of human resources, as of October 1, 2024, the total number of staff of the unit is 282 people, of which the district-level treatment system is 101 people; the reserve system, the district-level population is 38 people; and the commune health system is 143 people.

Regarding the implementation of Resolution No. 45/NQ-HDND dated July 23, 2020 of the Provincial People's Council on population policy and development of Quang Tri province for the period 2021-2025, with a vision to 2030, up to now, on average each year Huong Hoa district has launched 5 models of "Villages without people giving birth to the third child or more"; stabilizing the natural population growth rate below 1.58%; the birth rate of the third child or more in 2024 is 27.6%. On the other hand, the rate of couples using modern contraceptive methods increased from 60.9% in 2021 to 63.6% in 2024.

At the meeting, the leaders of Huong Hoa District Medical Center pointed out a number of difficulties and problems related to the promotion of civil servants from professional titles of level III to level IV; policies to support training and training costs for village health workers; uneven application of information technology in departments, rooms, and health stations; low policies and regimes for cadres, civil servants, and population collaborators... At the same time, they proposed that the province allocate capital to renovate or rebuild the center's headquarters and degraded commune and town health stations; allocate more resources to replace old equipment and machinery.

Head of the Provincial People's Council's Culture and Social Committee Ho Thi Thu Hang said that although the implementation of the Provincial People's Council's resolutions on developing the health system and population policy in Huong Hoa district has been and is having positive changes, there are still many targets that have not been achieved. In particular, the birth rate of the third child or more is still quite high compared to the whole province, affecting the quality of the population in the area.

On the other hand, child marriage still occurs in remote villages of the district. The rate of commune health stations meeting national standards is too low (2/21 communes and towns); the ratio of doctors per 10,000 people of the district is also too different from the average of the whole province.

Therefore, in the coming time, the health sector needs to have fundamental and drastic solutions to attract human resources to work at the district level; focus on improving the quality and size of the population; send civil servants to participate in training and improve their professional qualifications.

The Head of the Provincial People's Council's Culture and Social Affairs Committee also requested the Huong Hoa District Medical Center to absorb the opinions at the working session on the proposal to build a Project to establish a Grade 2 hospital of the unit to study the necessity, conditions, and related requirements; at the same time, consider merging the District Health Department with the District Medical Center to promote effectiveness and efficiency in performing tasks.
