Which localities exempt tuition fees for the 2024 school year?

Mr. Dao Anh Tuan, Deputy Director of the Department of Education and Training of Yen Bai, informed that the Provincial People's Council has just unanimously passed a resolution on tuition support policy for preschool children, pupils and students studying at public educational institutions in the national education system in the area for the 2024-2025 school year.

Accordingly, the support level is 100% for about more than 223,000 students (not including cases that have been exempted according to the provisions of the Education Law and Decree 81 of the Government on tuition fees). The total amount of more than 48 billion VND is expected to be taken from the local budget.

"Supporting tuition fees for preschool students, pupils and students in the province is very timely, necessary and urgent. Thereby demonstrating humanity in sharing difficulties and supporting parents and students in the area affected by storms and floods in the past time," Mr. Tuan emphasized.

Khanh Hoa Provincial People's Council approved a policy of exempting tuition fees for all public school students, with 50% support after two years. This comes from the assessment that the local socio-economic situation is still difficult, and people are still affected by natural disasters and epidemics. With about 290,000 students this school year, the provincial budget is expected to spend 75 billion VND.

Quang Nam will spend 160 billion VND to support all tuition fees for more than 372,000 preschoolers and high school students according to the tuition fees for the two school years 2024-2025 and 2025-2026. Preschoolers and students of public and private schools are all eligible for this policy. The support level is equal to 100% of the tuition fees for public schools in the area.

For example, preschool students in urban areas pay 105,000 VND per month and in rural areas it is 45,000 VND. The province supports exactly this amount. Students in private schools with higher tuition fees will pay the rest according to the agreement with the school.

Hai Phong and Ba Ria - Vung Tau announced full tuition support for more than 800,000 public school students at all levels. Da Nang alone plans to spend 108 billion VND, 100% support according to the level approved by the People's Council, for both public and private schools (except for schools with foreign capital). This is the fourth consecutive year the city has implemented this policy.

As in previous years, the People's Council of Quang Ninh province continued to pass a resolution to exempt 100% of tuition fees for students of all levels in the 2024-2025 school year in the area. Accordingly, preschool children, primary school students, and continuing education students will receive tuition support from the province for 9 months of the school year.

For public school students, the cost is 100% of tuition. For private primary and secondary school students, the province supports 15,000-60,000 VND/month. In total, nearly 240,000 students will be supported with an amount of about 167 billion VND.

Some localities reduce tuition fees by 50% for preschool children under 5 years old at public schools, such as Long An and Vinh Phuc.

After assessing the severe impacts caused by Typhoon Yagi, on September 18, the Ministry of Education and Training asked localities to consider supporting students, especially those in areas affected by natural disasters, based on the level of damage to people.

According to Decree 81 (2021) and 97 (2023) of the Government, the ceiling for public tuition fees in preschools and general education ranges from 50,000 to 650,000 VND per student per month. Currently, localities collect from 8,000 to 340,000 VND, depending on the level of education and location. 5-year-old preschool children and primary school students are exempt from tuition fees.
