Allow schools to solicit funding but must be transparent

(Dan Tri) - The Department of Education and Training of Ca Mau province allows educational institutions to promote and mobilize funding for educational activities, but must comply with regulations in the spirit of voluntariness, publicity and transparency.

On October 2, according to a source from Dan Tri reporter, the Department of Education and Training (DoET) of Ca Mau province has just requested its affiliated schools to implement the collection of fees at the beginning of the 2025-2026 school year.

According to the Department of Education and Training, before the new school year, the Department requested schools to strictly implement the collection of fees according to regulations. However, through monitoring and feedback from parents, it shows that many schools are currently not implementing the regulations correctly.

To ensure favorable conditions for the new school year, public, transparent and regulated revenues and expenditures at the beginning of the year, and absolutely no "overcharging" occurs, the Department of Education and Training of Ca Mau province requests schools to properly implement tuition policies and support students' learning costs.

In difficult budget conditions, educational institutions are allowed to mobilize funding for educational activities to carry out tasks aimed at improving the quality of education, but must ensure that the fundraising work is in accordance with regulations and on a voluntary basis.

"Do not consider fundraising for educational activities as a condition for providing educational and training services," the Department of Education and Training of Ca Mau province noted and instructed schools to absolutely not set up any fees outside of regulations, and not to allow coercion or non-transparent agreements to occur.

The Department of Education and Training also requires schools to mobilize, manage and use funding to ensure the principles of publicity and transparency; and to post and publicize information on financial revenue and expenditure at the unit.

The Department of Education and Training assigns the head of the school unit to take full responsibility before the law and before the Department Director if there is a situation of illegal revenue and expenditure; failure to promptly publicize and transparently disclose finances and assets for officers, teachers, employees and parents to monitor and supervise.

Regarding student health insurance, educational institutions need to proactively coordinate with local Social Insurance agencies to collect multiple payments, not all at once, to reduce the burden and share difficulties with parents.

According to the Department of Education and Training of Ca Mau province, the Department will organize regular and surprise inspection teams on the publicity and transparency of revenue, expenditure, purchase and repair of public assets at educational institutions.

The inspection results will be widely announced by the Department and used as a basis for evaluating the level of task completion, emulation classification, rewards, and discipline for relevant collectives and individuals.
