New regulations on driver training

About driver training

People who need to be trained to get a motorcycle driving license for classes A1, A and B1:

For theoretical learning content, one must complete the training program as prescribed in this Circular and can choose one of the following learning methods: self-study of theoretical subjects as prescribed by the Government on driver training activities or study in a centralized manner at a driver training facility. For practical driving learning content: in a centralized manner at a driver training facility.

People who need to be trained to obtain driving licenses for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE:

For theoretical learning content, one must complete the training program as prescribed in this Circular and can choose one of the following learning methods: concentrated at a driving training facility or distance learning, self-study with guidance according to the Government's regulations on driving training activities. For practical driving learning content: in the form of concentrated at a driving training facility.

This Circular annuls Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport regulating training, testing, and granting of driving licenses; granting and using international driving licenses; training, testing, and granting certificates of training in road traffic law knowledge.

Transitional provisions

For training courses that have started before the effective date of this Circular, but have not yet conducted the completion test before the effective date of this Circular, the training institution shall proactively choose the process of assessing the learning outcomes of theoretical and practical training content of trainees to consider completion of the training course according to the provisions of this Circular or according to the provisions of Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport.

For training courses that have conducted the training course completion test before the effective date of this Circular, the confirmation of training course completion shall continue to be carried out according to the provisions of Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport. For certificates of training course completion and certificates of training in road traffic law knowledge issued before the effective date of this Circular, they are still valid according to the provisions.

The Department of Construction and driving training facilities continue to transmit and receive data related to driver training through the driving license information system until June 30, 2026.
