We returned to Trinh Tuong commune more than a year after the historic flood caused by storm No. 3 (September 2024). Before our eyes were the scars left by natural disasters, imprinted on the fields, villages, streams and mountains. It was unthinkable that one day, the largest field in the commune, located in Na Lac valley, more than 50 hectares, would be flattened.

Na Lac field in Trinh Tuong used to be a fertile land with bumper rice harvests, but has now turned into a vast field of rocks and gravel.

"After fixing the soil condition at the rock site, we planted winter-spring rice from March 2025. However, this year's floods continued to cause damage, washing away all the rice, returning it to its original state. We live on the land, and have never witnessed such a scene for generations. Now there are only rocks, no trace of the bumper rice harvests."

The natural disaster that struck Trinh Tuong has left people facing devastated fields and their dreams of a bountiful harvest washed away in the floodwaters. However, their eyes still shine with hope, believing that the government will have timely solutions to help people restore production and continue their livelihoods.

Mr. Vu A Cha - Head of Na Lac village, shared: The entire fields and roads are flooded, no cultivation is possible. Some families have planted corn and cassava instead, but that is still not enough to improve their lives. We hope the government will support people to stabilize their lives.

Overcoming the damage caused by natural disasters in the Na Lac rock area requires a long-term solution. Previously, the province and the old Bat Xat district supported crops for temporary restoration. However, the issue of handling the rock area is related to minerals, so there are still many legal problems. Mr. Nguyen Ba Canh - Chairman of the People's Committee of Trinh Tuong commune, said: In the coming time, the local government will propose to the relevant agencies to soon find solutions to resolve the problem, return the production land to the people, and at the same time clear the stream bed to ensure stable traffic during the rainy season.

Without waiting, the People's Committee of Trinh Tuong commune proactively proposed to the People's Committee of Lao Cai province to include the Na Lac alluvial area in the scope of the special development policy in the Lao Cai - Yunnan Cross-border Economic Cooperation Zone. The goal is to take advantage of available local materials to restore the area of ​​agricultural land that has been filled in, while also serving infrastructure projects, resettlement and development of people's lives in the border area.

The Government issued Resolution 66.4/2025/NQ-CP dated September 21, 2025 on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals, allowing provinces to be licensed to explore and exploit Group III and IV minerals for infrastructure projects without having to auction mining rights, if they meet all legal and environmental protection conditions. This is considered an important opportunity to soon put the Na Lac - Trinh Tuong rock field into reasonable exploitation of local mineral resources and restore agricultural production.

A new door is opening - bringing hope for a land that has been reborn after a natural disaster, where the fields can turn green again and people's lives can gradually stabilize. Despite facing difficulties, the local government and people of Trinh Tuong still keep faith and hope for a bright future, unite together to write a story of rebirth, and continue to cultivate their homeland.
