Also attending were comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, districts and cities.
Regarding the implementation of the 500kV line projects, circuit 3, from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen), up to now, a total of 4 projects have completed the handover of 100% of the pole foundation positions and 93% of the anchor intervals. Two provinces have completed the handover of the line corridor, Quang Binh and Ninh Binh, while 7 provinces have not yet completed. Regarding the supply of equipment and construction, nearly 57% of the steel poles have been handed over, in addition, other equipment and materials are also being urgently supplied and handed over by contractors. Regarding the construction, the foundation casting has been basically completed; nearly 20% of the pole positions have been installed, 10/513 anchor intervals have been pulled, and 7/513 anchor intervals are being pulled.
To speed up the progress, the People's Committees of the provinces are approving compensation plans for site clearance and mobilizing people to hand over the remaining corridors. In addition, the investors also continue to urge contractors to import enough input materials, actively process and manufacture materials and equipment, and limit the need for pending foundations.
Regarding the work of ensuring electricity supply during peak periods in 2024 and the following years, the Ministry of Industry and Trade said: Regarding the electricity supply situation, the estimated cumulative electricity output in the first 5 months of 2024 is about 124.1 billion kWh, an increase of 12.1% over the same period. At the end of April, due to the prolonged hot weather in all 3 regions, the national electricity consumption increased to a record high, up 13.2% over the same period in 2023.
In the context of unfavorable hydrological developments in the first months of the year, to maximize water savings in hydroelectric reservoirs, thermal power and coal-fired thermal power sources in the Northern region have been highly mobilized to meet the increased electricity load demand. Combining solutions to increase electricity transmission from the South and Central regions to support the North, the electricity supply for the entire system in the first months of 2024 has been well implemented, ensuring enough electricity demand for production and daily life of the whole country.
Regarding the electricity supply situation in the remaining months of 2024, the Ministry of Industry and Trade has approved adjustments to the Electricity Supply Plan for the peak dry season, as well as the whole year of 2024, ensuring close adherence to the actual situation. In particular, focusing on ensuring the supply of coal, oil and LNG gas for thermal power plants; economical use of water in hydroelectric reservoirs, and reserve electricity for the upcoming peak period.
For the following years: After the 500kV line 3 Quang Trach - Pho Noi is completed and put into operation, the Northern power system will be supplemented with increased capacity and electricity from the Central and Southern regions. However, with the expected load growth reaching 10% per year, the supply and demand of the Northern region will sometimes appear unbalanced. Therefore, the early addition of new power sources (especially baseload power sources) for the North is extremely necessary.
At the conference, leaders of ministries, branches, central agencies and localities made statements clarifying the progress of the 500kV line project, circuit 3, some difficulties and problems related to the weather; support for human resources for pole erection, wire pulling, and the supply of materials and equipment. At the same time, they recommended and proposed solutions to speed up the progress of the 500kV line project, circuit 3; ensuring electricity supply in 2024 and the following years.
Speaking at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc reported on the progress of the 500kV line project, circuit 3, passing through Ninh Binh province. Accordingly, the 500kV line, circuit 3, passing through the province has a total length of nearly 8 km, including 21 pole positions and 9 anchoring spaces. On January 15, 2024, the province handed over 21/21 pole foundation positions; on March 30, it completed the handover of 9/9 anchoring spaces.
In general, the work of compensation, site clearance, and handover to the construction contractor has been smooth and without any problems. The province has also paid the site clearance costs to the people in 7/11 communes, and is expected to be completed by the end of May. Regarding construction progress: By May 22, the province has completed 21/21 column foundation positions, completed 15 column positions, is constructing 6 column positions, and completed 1 anchorage section. Currently, the province is continuing to coordinate with construction contractors to ensure good security and order, provide maximum support to construction contractors, and ensure smooth construction.
Ninh Binh province also proposed that the Government, ministries, branches and relevant agencies soon have a specific plan and roadmap for stopping the operation of Ninh Binh Thermal Power Plant, and at the same time propose to add the 300MW ICE flexible gas power plant project to the implementation plan of the adjusted Power Plan VIII.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized the particularly important role of the 500KV line project, circuit 3, for the development of the country and localities, and commended and acknowledged the efforts of the Vietnam Electricity Group, central ministries and branches, the active and responsible participation of the political system of the localities where the project passes through, and the enthusiastic working spirit of thousands of cadres, engineers and workers at the construction site, which have contributed to overcoming difficulties and effectively implementing the project. The Prime Minister also thanked the people for their support and handing over of the site so that the project could be constructed smoothly.
Pointing out some experiences drawn from the implementation of the Project, the Prime Minister requested Vietnam Electricity to prepare well equipment and materials to deploy pole erection, wire pulling... He requested localities to actively remove difficulties to hand over the site for the Project construction; Vietnam Electricity needs to coordinate with relevant units and localities to mobilize more human resources to focus on construction according to schedule, determined to complete wire pulling by June 20, conduct acceptance and test energization to inaugurate the Project before June 30.
Besides, it is necessary to ensure progress, quality, construction techniques, labor safety, environmental sanitation, and ensure the legal and legitimate rights of people and businesses affected by the project.
Prime Minister Pham Minh Chinh also gave instructions on ensuring electricity supply in 2024, 2025 and the following years, requiring not to be subjective or negligent, to closely forecast the situation, prepare the best plan, be ready for the worst possible scenario, not to be passive or surprised, to diversify and coordinate electricity sources well to ensure supply, serve production, business and consumption, and meet the needs of economic development and recovery.
