Efforts to sustainably reduce poverty in particularly disadvantaged coastal communes

Implementing Project 1 under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period on supporting investment in socio-economic infrastructure development in poor districts and particularly disadvantaged communes in coastal and island areas, localities in the project area in Quang Tri province focus on infrastructure investment to create all favorable conditions to promote socio-economic development. Thereby, contributing to achieving new rural criteria, making the appearance of coastal and island areas of the province increasingly prosperous.

According to Decision 353/QD-TTg, dated February 15, 2022 of the Prime Minister approving the list of poor districts and communes with special difficulties in coastal and island areas for the period 2021 - 2025, Quang Tri includes Con Co island district and 3 communes: Hai An, Hai Khe (Hai Lang district) and Gio Hai (Gio Linh district). These are localities heavily affected by the 2016 marine environmental incident, people's lives are difficult, unemployment rate has increased dramatically; basically lacking in infrastructure criteria...

The Government's proposal to include Con Co island district and the above-mentioned three communes in the list of particularly disadvantaged communes in coastal areas to receive priority support for investment in essential infrastructure of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, implementing social security policies and multidimensional, inclusive, sustainable poverty reduction, improving the quality of life for people.

After more than 2 years of the Government's approval to include them in the list, the communes in the especially difficult coastal and alluvial areas have mobilized the participation of the entire political system and the positive response of the people in their efforts to implement Project 1.

Thanks to that, the infrastructure in the communes has been invested in and built more synchronously, contributing to the good implementation of the criteria for building new rural areas, meeting the socio-economic development goals in the locality. Up to this point, all 3 communes have reached the new rural target. Thus, Quang Tri has exceeded the target of "30% of extremely disadvantaged communes in coastal and island areas escaping poverty and extreme poverty" assigned by the central government.

Typically, Gio Hai is one of the three particularly difficult communes in the coastal and island areas of Quang Tri in the period of 2021 - 2025. With the attention of all levels, including Project 1 supporting infrastructure investment funding, the commune has seriously implemented the project to ensure quality and on schedule. Thanks to that, the local socio-economic infrastructure has been invested in to basically meet the development requirements of the locality, directly serving the production and life of the people.

Vice Chairman of Gio Hai Commune People's Committee Ho Xuan Thuy said: "During the implementation of Project 1, the commune fully and promptly implemented the directives and instructions from the superiors. With the goal of all invested and constructed works in the area serving the entire population, all sub-projects of the commune program solicited people's opinions. Each project has a community supervision board of the commune and village to supervise the project implementation steps. Every year, the commune organizes warranty inspections of the project to repair if damaged. With the solidarity and consensus of the entire political system from the commune to the grassroots, the commune has now achieved 19/19 NTM criteria."

Along with many other sources of funding from poverty reduction programs, Project 1 has contributed to a comprehensive facelift of the particularly disadvantaged communes in the province's coastal and alluvial areas. Up to now, in these communes, the main roads of communes and inter-commune roads have been basically asphalted or concreted; the main roads of villages and hamlets have been hardened or concreted from 80% to 100%. The irrigation canal system and drainage culverts have been built according to the plan.

In Gio Hai commune alone, the proportion of agricultural land area that is actively irrigated reaches 98%, meeting irrigation requirements for production and has a dike system, ensuring storm and flood prevention according to the "4 on-site" motto. The electricity system meets the prescribed standards. Schools are invested in fairly synchronous facilities, meeting teaching and learning requirements, contributing to improving the quality of education in the locality. The commune health station is invested in and built to be spacious, meeting national standards, increasingly serving the people's medical examination and treatment needs better.

Cultural facilities in the communes are guaranteed, there are multi-purpose community learning centers and sports grounds serving the cultural and sports activities of the people. All communes have solidly built central markets, meeting the buying and selling needs of the people. The commune information and communication system is invested in accordance with regulations. Many people's houses are invested in spacious, quality houses are guaranteed. The rate of poor households has decreased over the years. 100% of communes meet the criteria for building new rural areas.

The implementation of construction works from the support source of Project 1 in the above communes in the past time has ensured quality, suitable to the needs of each locality. Thanks to that, the rural appearance of the coastal areas of the particularly difficult communes has changed in a positive direction, people's lives have become more and more stable, the gap between rich and poor has been narrowed.
