Dong Nai aims to complete 65,000 social housing units.
The Party and the State have paid attention to the development of social housing and have issued legal regulations to ensure implementation such as the Housing Law of 2005, 2014, 2023 and National Assembly Resolution 201, Decree 192 of the Government. According to Decision No. 338/QD-TTg of the Prime Minister: Approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030" nationwide and Decision 444/QD-TTg dated February 28, 2025 of the Prime Minister on assigning targets for completing social housing in 2025 and the following years until 2030, Dong Nai province is assigned to complete 64,690 houses. With that sense of responsibility, the province sets a target of completing 65,000 social housing units by 2030.
In recent times, Dong Nai has focused on directing and mobilizing resources to develop social housing. The whole province has 57 industrial parks with an area of 21,581 hectares, of which 42 industrial parks have been put into operation with an area of 14,319 hectares. The total number of workers in industrial parks is about 680 thousand people, of which the housing demand for workers is estimated at nearly 450 thousand people and about 150 thousand other subjects. Thus, the total demand is up to 650 thousand people, corresponding to the demand for about 150 thousand social housing units to be built.
Through the province's efforts to develop social housing, the number of social housing units has increased significantly. In September 2025 alone, the Provincial People's Committee issued 10 decisions to assign investment in social housing projects, with more than 11,000 units and the projects will be completed in the period 2026-2029. The results achieved in the period before 2020 were the completion of 6,000 social housing units, and in the period 2021-2024, only about 2,000 units were completed. Accumulated to August 2025, Dong Nai completed about 12,000 social housing units, meeting only about 9% of the actual demand.
In addition to the achieved results, there are still some limitations such as: The supply of social housing is still low, the price is higher than the affordability of buyers, the land fund for social housing construction in urban areas is not enough, the infrastructure is not yet synchronized, the selection of investors in the early stages of 2021 and early 2025 is still slow. The main reasons are unattractive policies, slow handover of 20% of social housing land in commercial projects, prolonged bidding procedures, and now Resolution 201 allows the review of documents when selecting investors.
Developing modern and synchronous social housing
The development of social housing requires the participation and determination of the entire political system, and is the responsibility, obligation, and ethics of state managers, businesses, and society. Continuing to enhance the role of the State in planning and allocating land funds is decisive. In addition, businesses need to consider labor as an asset, linking investment in building and developing social housing with their sustainable development strategy.
Developing social housing is an urgent task that must be carried out synchronously, harmonizing the interests of the state, enterprises, and people. Continue to encourage socialization, prioritize investors with effective plans; at the same time, diversify the social housing development model, ensure the harmony of interests and set the goal of developing modern and synchronous social housing. The specific goal is to complete 65,000 social housing units in the 2025-2030 period.

To achieve the above goal, the Department of Construction proposed to focus on implementing the following 5 groups of solutions: Propaganda, focusing on awareness, assigning responsibility to leaders; planning, arranging favorable land funds, requiring commercial housing projects to reserve 20% of land for social housing development; attractive enough incentive policies to attract social housing investors; supporting people to access and borrow preferential loans, publicizing approval criteria; strengthening inspection, supervision, and handling of violations.
Thereby, Dong Nai proposed that the Central Government consider providing additional support in terms of specific policies such as: Credit, tax, fees and have a coordination mechanism to shorten investment procedures for large-scale social housing development projects. Along with that, the business community accompanies the province to build Dong Nai into a civilized and modern place to live and work.
