That is the spirit that emerged from the conference to give opinions on a number of contents under the authority of the Provincial Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Executive Committee "A number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient".

Both the directive speech of the Provincial Party Secretary Nguyen Doan Anh as well as the first Draft of the Project to streamline the organizational apparatus of the Thanh Hoa province's political system to implement Resolution No. 18-NQ/TW, especially emphasized this requirement. That is: The arrangement of the organizational apparatus, streamlining, restructuring the staff, civil servants, public employees, improving the quality and efficiency of operations must be truly determined, courageous, even sacrificing the personal interests of cadres, party members, civil servants, public employees, and workers for the common good.

In spirit, the new project specifically mentions the arrangement of provincial-level units, however, there are still many focal points, units at the department, branch, and district levels that need to be arranged. Therefore, it requires departments, branches, agencies, units, districts, towns, and cities in the province to continue to review and rearrange the internal apparatus with similar functions and tasks, avoiding overlap, to streamline focal points, ensure effective and efficient operations, and meet the requirements of assigned tasks. In particular, the spirit and motto of arranging and assigning cadres, especially the heads of merged units, must be truly impartial, objective, public, transparent, absolutely not allowing negativity, group interests, and locality in the work of arranging the apparatus and cadres; must be based on the assessment of cadres, work results, and specific products of each person to consider arrangement; link the results of the head with the results of the agency and unit recognized by competent authorities. Cadres who are assigned work must comply with the Party's assignment, for the common development of the industry, agency, unit and province.

The spirit that Provincial Party Secretary Nguyen Doan Anh set out is that this time the streamlining of the apparatus for effective and efficient operation is a great revolution; a particularly important task with very high political determination, therefore requiring high unity of perception and action within the entire Provincial Party Committee and the entire political system, creating consensus among the people.

The reorganization will be carried out in accordance with the principles, guidelines, and directives of the Central Government, and according to the province's plan. However, if there is good awareness and sacrifice, the reorganization will be faster, more effective, and more substantial.

It has been a long time since we have had such a feeling of excitement and hope as now when the story of rearranging the organization of the political system to become more streamlined, effective and efficient has become an issue of special concern and has had really strong movement, with close and decisive direction from the province and provincial leaders.

For this revolution to quickly take place on a large scale, spreading to every cell and blood vessel, for the apparatus to "be lighter to fly high" as General Secretary To Lam said, it is really necessary to have the courage to sacrifice. Because, the content of the arrangement and streamlining of the apparatus is not only a matter of scale or quantity, but more deeply, it is necessary to create a qualitative change in the operation of the political system.

It must be realized that streamlining the apparatus is not simply a mechanical reduction of the number of agencies or personnel, but a comprehensive restructuring, clarifying functions and tasks, eliminating overlaps and inadequacies that have existed for many years, that is, many officials work administratively, mechanically, negatively, and harass people and businesses. Even if there is personal benefit, they do it, deliberately delay the work, ask for opinions in circles, and kick the ball of responsibility up, to other agencies...

Up to now, we have had several times to reorganize the apparatus, streamline the payroll, but basically the surplus of cadres and the cumbersome apparatus are still very large. This situation comes from many causes, but one of the reasons is that we do not have enough courage to "cut off" the surplus. We are even dominated by emotions, and in handling the arrangement of cadres and apparatus, we still have the heavy ideology of "in you there is me, in me there is you", peace is precious, leading to the fact that in some places and at some times, there are policies, but the implementation is still in the style of harmony for the whole village, everyone is happy...

The “fire of reform” has been lit and is moving strongly at the provincial level, spreading to the district, sector and unit levels. We hope for a quick and effective transformation of the apparatus, but first of all, it requires each individual to join that flow with the spirit of brave sacrifice.
