Comment on the draft decision to promulgate unit prices for compensation for damages when the State acquires land

The development and promulgation of unit prices for compensation for damage to crops and livestock and support for relocation of livestock when the State reclaims land in Tuyen Quang province aims to establish a complete, synchronous, timely legal framework, ensuring consistency, compliance with relevant legal regulations and appropriateness to local realities.

The draft decision consists of 6 articles. The draft is issued with the Regulations on unit prices for compensation for damage to crops and livestock and support for relocation of livestock when the State acquires land in Tuyen Quang province. There are 2 contents, which are: General regulations and compensation principles for crops, for aquatic livestock and support levels for relocation of livestock.

At the conference, there were 16 comments and objections revolving around the contents of the document format, such as: adjusting the document name, document layout and attached appendices; some regulations on the responsibility of the implementing unit. In particular, delegates suggested that the agency drafting the draft decision should review and calculate the sufficient quantity of crops and livestock; classify the unit price according to each type of crop, livestock, annual crops, perennial crops, and specialty seedlings. For crops with high economic value, it is necessary to consider the level of compensation according to market price.

Delegates gave their opinions at the conference.

Representatives of the leaders of departments and branches explained and clarified the contents of the delegates' concerns; at the same time, they received comments to advise on completing the document in accordance with regulations.

Concluding the conference, Comrade Nguyen Hung Vuong, Head of the Provincial Party Committee's Mass Mobilization Commission and Chairman of the Provincial Vietnam Fatherland Front Committee, acknowledged and highly appreciated the delegates' comments. The Standing Committee of the Provincial Fatherland Front Committee will fully synthesize all comments and comments and forward them to the drafting agency.

He also requested the drafting agency to absorb comments, research, supplement, adjust the draft, and complete the document appropriately and in accordance with regulations, creating consensus among the people.
