Promoting resources of overseas Vietnamese to serve national development

In the struggle for national independence, national unification, building and defending the Fatherland, together with compatriots nationwide, our compatriots abroad have made a significant contribution. Entering the period when our country is promoting industrialization - modernization, deeply integrating into the global economy, fully recognizing and promoting the strength of the resources of overseas Vietnamese (VVN) is not only a requirement for specialized agencies but also for the political system, the entire Party and the entire people. By attracting NVNONN resources based on the potential, capacity, and feasibility of the resources, while placing them in the overall policy of Great National Unity, the foreign policy of the Party and State, contributing to the development of friendly relations and cooperation between Vietnam and other countries, helping overseas Vietnamese to live stably, continuing to contribute effectively to the development of the country. Inheriting the policies and guidelines issued or being implemented by the Government, ministries, branches, and localities that have been issued or are being implemented with elements on Vietnamese people residing abroad; identifying issues that need to be revised (if any) or issuing new policies to create more favorable conditions for overseas Vietnamese to visit their homeland, relatives, invest, do business, cooperate in science and technology , participate in cultural and artistic activities, charity, social activities, international students, workers returning to start a business...

Along with that, policies, regulations and measures to promote the resources of NVNONN need to be bold, breakthrough, in line with the aspirations and legitimate interests of the majority of NVNONN, harmoniously combining the work of attracting with the work of fostering, supporting and developing NVNONN resources for long-term goals, while taking advantage of overseas Vietnamese resources, continuing to strengthen vigilance, resolutely fighting against plots and actions to control the community, taking advantage of the community to sabotage the cause of building and defending the Fatherland. Ensuring harmony between the issuance of preferential policies to attract and mobilize the community and the review and tightening of management work, avoiding legal loopholes for bad actors to take advantage of, accordingly, ministries, branches, localities, unions, organizations and enterprises play a leading and proactive role in attracting specific resources, allocating appropriate and satisfactory funding for the work of attracting NVNONN resources, harmonizing the funding for implementation in Vietnam and abroad.

Mobilizing NVNONN resources to participate in national development in the period of promoting industrialization and modernization of the country, associated with the development goal of Vietnam becoming a developed, high-income country by 2045 as set out by the 13th Party Congress; strengthening the great solidarity bloc of the entire Vietnamese people at home and abroad; consolidating the strength and potential of the NVNONN community to contribute to the country.

Specifically, strengthening the unified awareness of NVNONN as an increasingly important resource contributing to the cause of building, developing and protecting the Fatherland, thereby building fundamental, long-term, comprehensive orientations, policies and measures to attract and maximize this resource. Ministries, agencies and localities develop projects, programs and plans to attract NVNONN resources. Establish a synchronous implementation and coordination mechanism from the Central to the grassroots and nationwide, domestically and internationally, creating a domestic environment and mechanism for NVNONN to feel secure in attaching and promoting their resources to the country. Build a legal corridor so that NVNONN basically enjoys a legal environment equivalent to that of domestic people when conducting investment, business, science and technology, culture, sports, humanitarian activities...

Create a sustainable framework and mechanism to encourage NVNONN to participate in the country's development in areas suitable to the community's resources. Maintain the growth momentum of remittances; attract more and more FDI capital from NVNONN; promote the effective use of NVNONN intellectual resources to promote the transfer of knowledge and skills; attract and effectively use the labor force and returning overseas students; effectively implement initiatives and charitable, humanitarian and social contributions of NVNONN individuals and organizations in Vietnam - promote the bridging role of NVNONN in the fields of science - technology, economics - trade, culture, society...

In particular, strengthen the NVNONN network worldwide. Complete the construction of the project on the database of Vietnamese people abroad. Strive for 100% of localities with a large NVNONN community to establish associations and unions and support the NVNONN community to develop and gain a position in the locality; strengthen the connection and domestic exchange between NVNONN and people's organizations and associations in the country and improve the effectiveness of propaganda, legal education, consular work, citizen protection, information, exchange with NVNONN, labor management, and Vietnamese students abroad.
