Director of An Giang Province Project Management Board, Region 1 Phan Thanh Liem said: The total capital allocated in 2025 for key projects in the communes of Cho Moi area is over 8,890 billion VND; to date, 2,621 billion VND has been disbursed, reaching 29.48%. Of which, the transport sector has 4 projects, and education has 10 projects. The estimated disbursement for the whole year of 2025 is 100%.
The disbursement rate is low due to many difficulties and problems. The projects are mainly stuck in planning, site clearance is very slow, there is a lack of sand sources... Localities and contractors have proposed to hand over the site to the construction unit as soon as possible, supplement the sand source for construction according to schedule, extend the construction contract...
Working scene.After the on-site inspection, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc had a working session with leaders of provincial departments, branches, contractors and 6 communes: Cho Moi, Long Dien, Hoi An, Long Kien, Nhon My, Cu Lao Gieng.
Concluding the working session, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc emphasized that up to this point, the disbursement results of the province's general public investment capital were low, not as expected. In particular, the disbursement of Project Management Board Area 1 was very low.
From now until the end of the year, there is not much time left, the task of disbursement is extremely heavy and difficult. To achieve the target of 100% capital disbursement, comrade Le Van Phuoc requested the Project Management Board of Region 1 to develop a detailed plan for each project, in the spirit of "6 clear": Clear people, clear work, clear time, clear responsibility, clear product, clear authority.
On that basis, localities must coordinate with the Project Management Board to strengthen inspection of work progress and speed up the disbursement of public investment capital according to the direction of the Government and the province.
Regarding procedural problems, the Vice Chairman of the Provincial People's Committee requested the Department of Construction, Agriculture and Environment, Department of Finance, and relevant sectors to send relevant regulatory documents for communes to review, study, and implement.
Regarding difficulties in material sources, the Department of Agriculture and Environment shall preside over the report to the Provincial People's Committee; construction units must take the initiative in sourcing materials. Regarding compensation and resettlement, the Project Management Board is requested to work with local departments and branches to review plans to remove difficulties and implement them in accordance with regulations.
The Vice Chairman of the Provincial People's Committee requested each investor, local government, and construction contractor to promote a sense of responsibility to achieve expected results in disbursing public investment capital.
