Vice Chairman of Nghe An Provincial People's Committee Phung Thanh Vinh inspected and removed difficulties and obstacles in the implementation of two-level local government.

On October 10, 2025, implementing Decision No. 2954/QD-UBND dated September 17, 2025 of the Provincial People's Committee Chairman on the establishment of Working Groups to direct and remove difficulties and obstacles in the implementation of 2-level local government, Comrade Phung Thanh Vinh, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4 inspected and worked in the communes of Do Luong, Bach Ngoc, Van Hien, Bach Ha, Thuan Trung, and Luong Son.

Attending the meeting were comrade Pham Van Hoa - Director of the Department of Industry and Trade, Deputy Head of the working group. Also attending were members of Working Group No. 4: Industry and Trade, Finance, Home Affairs, Justice, Agriculture and Environment, Ethnicity and Religion, Office of the Provincial People's Committee. After the merger of administrative units, the two-level local government model in communes has been gradually improved, ensuring stable and effective operation. The administrative apparatus has been streamlined, promoting the role of state management in the area, contributing to improving the quality of service to the people. Administrative procedure reform has been promoted, increasing the rate of timely file settlement, creating consensus and satisfaction of the people.

Regular and extraordinary spending activities, implementation of socio-economic development policy mechanisms, budget estimates and medium-term financial plans are ensured.

Communes effectively prevent animal diseases and natural disasters; speed up the issuance of land use right certificates, land auctions, land price lists, handle land violations, collect waste; issue business registrations, manage basic construction, and mineral exploitation.

Through practical inspections in communes, it is shown that localities have promoted the role of Party committees and authorities in proactively implementing the arrangement of administrative units at all levels and building a 2-level local government organization model, creating high consensus in the political system; perfecting the apparatus, assigning tasks, issuing working regulations, receiving and resolving administrative procedures effectively.

After the field inspection, the working group held a meeting and listened to the communes' reports on the socio -economic situation, national defense and security, the implementation of the two-level local government, etc. The opinions of the communes of Do Luong, Bach Ngoc, Van Hien, Bach Ha, Thuan Trung, and Luong Son focused on sharing some limitations and difficulties, such as: Lack of specialized civil servants in some fields such as land, construction, health, education, and information technology, leading to difficulties in performing tasks. The level of online administrative procedure reception and settlement is still low, the system has technical errors, and the connection is not synchronized. Prioritize administrative procedure settlement for people and businesses

Concluding the meeting, Comrade Phung Thanh Vinh, Vice Chairman of the Provincial People's Committee, Head of the Working Group acknowledged and highly appreciated the leadership, direction and implementation of the Party Committee, People's Council, People's Committee, Fatherland Front Committee, mass organizations and the unanimous support of the people and businesses in the area. The communes have focused on implementing all aspects of activities and work and have achieved some remarkable results in socio-economic development, proactively implementing the 2-level local government according to the direction of the Central Government and the province.

In the coming time, communes need to continue to strengthen leadership and direction in Party building and political system building, socio-economic development, ensuring social security, national defense - security, social order and safety in the area; do well in political and ideological work, create high consensus and unity in society, especially among cadres, party members and people in the area.

Discussing the current difficulties and problems, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh proposed to continue organizing and operating the local government apparatus to ensure smooth and effective operation. Synchronously deploy resolutions, programs and plans of the Central and the province. Increase investment to improve the quality of cultural and sports institutions; improve the quality of education, build cultural titles. Regarding provincial agencies, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh assigned the Department of Home Affairs to study and advise on appropriate solutions to mobilize and second civil servants to support communes with shortages, weaknesses, and unreasonable structures to effectively perform tasks, especially in areas such as land management, construction, finance, environment, information technology, etc. Ensure the organization of the apparatus operates smoothly, effectively and efficiently. Advise on plans to rearrange public service units in the area according to Plan No. 01-KH/TU dated October 5, 2025 of the Provincial Party Committee Standing Committee on continuing to perfect the organization of the apparatus of the political system of Nghe An province and the direction of the Provincial People's Committee.

The Department of Finance presides over and coordinates with agencies and units to focus on advising on the arrangement and arrangement of headquarters, public assets, equipment, and working means to ensure timeliness and compliance with regulations. Advise the Provincial People's Committee to adjust the 2025 capital plan from the district budget to transfer to the provincial budget for projects assigned to provincial departments and branches as investors and transfer to the commune budget for projects assigned to the Commune People's Committee as investors.

The Department of Agriculture and Environment continues to coordinate, support, and provide specific guidance to the People's Committees of communes to resolve difficulties and problems in land, natural resources, minerals, and environmental management. Strengthen training and equip local civil servants with knowledge and skills to effectively perform decentralized tasks, delegate powers, and assign authority.

The Provincial People's Committee Office directed the Provincial Public Administration Service Center to proactively coordinate with the Department of Finance and technical management units of the National Public Service System of Nghe An province and the National Portal on Business Registration to deploy data sharing, connection, and synchronous integration.

The Departments of Industry and Trade, Construction, Ethnic Minorities and Religions, Justice, and relevant agencies, according to their functions and duties, proactively advise the Provincial People's Committee on solutions to remove difficulties and obstacles in implementing two-level local government.
