Many provinces and cities attended the meeting
According to the Ministry of Industry and Trade , up to now, the ministry has worked with Vietnam Electricity Group (EVN), Vietnam National Oil and Gas Group (PVN), relevant agencies and proposed to pilot PVN's offshore wind power project.
At the same time, review and complete legal documents, create conditions for domestic and foreign investors to participate, determined to build an offshore wind power industry, making Vietnam become the offshore wind power center of the region.
Removing obstacles to offshore wind power pilot
Regarding the two LNG Nhon Trach 3 and 4 thermal power plant projects, the handover, land leasing and infrastructure construction work have been basically completed.
However, the work of compensation and site clearance for grid projects to release capacity for Nhon Trach 3 and 4 LNG thermal power plants is very slow. In the coming time, EVN and PVN need to soon negotiate and agree to sign a power purchase agreement (PPA).
Dong Nai province leaders said the locality is urgently carrying out procedures to locally adjust the General Planning of Nhon Trach New Urban Area.
The Deputy Prime Minister requested Dong Nai province to focus on directing and closely coordinating with the Ministry of Natural Resources and Environment to complete the handover of land for power grid projects and release capacity for Nhon Trach 3 and 4 LNG thermal power plants by the end of 2024.
Regarding projects in the Quang Trach Power Center, the Quang Trach 1 Thermal Power Plant project has reached 63% but is still facing difficulties in site clearance for some items.
Quang Trach 2 Thermal Power Plant project is adjusting its investment policy to switch to using LNG.
The Steering Committee discussed the mechanism for gas-fired power development, aiming to resolve the remaining difficulties and obstacles of the two LNG Nhon Trach 3 and 4 thermal power plant projects; Lot B Gas - Power Project Chain; Quang Trach Power Center...
Along with that, there is a discussion on solutions to handle slow-progressing and slow-implementing power source projects; directions to completely resolve a number of renewable energy power projects that violate legal regulations during the investment and construction process so that they can be put into operation...
Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the commitment of localities to complete site clearance and hand over to investors to carry out items and works related to Nhon Trach 3 and 4 thermal power projects and the power grid to release capacity, and "need to closely monitor the progress of implementation".
Review of solar power projects
Mr. Ha requested the Ministry of Industry and Trade and localities to coordinate with the Ministry of Public Security and relevant agencies to review solar power projects mentioned in the conclusion of the Government Inspectorate and transfer them to the investigation agency.
In which, classify projects that have no signs of violations or criminal errors, can be remedied according to inspection and examination conclusions and meet the criteria on system safety, transmission technology, and economic efficiency to be put into operation.
For gas-fired thermal power projects facing difficulties in the mechanism for determining the contracted electricity output (QC) and electricity purchase price, the parties should proactively complete the amendment and promulgation of relevant circulars, and prepare documents to report to the Government to submit to the National Assembly to issue a Resolution on mechanisms and policies for gas-fired power projects.
Regarding the pilot project for offshore wind power development, it is necessary to have a specific project and model (total export, production of green fuels (hydrogen, ammonia), transmission to the national grid), implementation method (domestic enterprises, joint ventures with foreign enterprises) from which to develop a legal corridor, survey, and planning as a basis for approval.
On that basis, Mr. Ha assigned relevant parties to review and specifically report the number of power source projects that are behind schedule, clarify "which projects can be handled, which projects cannot be handled", and recommend competent authorities to handle them according to the provisions of law.
The Ministry of Industry and Trade urgently researches and develops a project to proactively compensate for capacity for power source projects that are behind schedule compared to the plan to implement Power Plan 8 with solutions and mechanisms to decide on investment in new power source projects, mobilizing other power sources: Hydropower, solar power, rooftop solar power, solar power storage systems, etc.
