This is an important political task to concretize the Conclusions of the Politburo, the Secretariat and Conclusion No. 94-KL/TU of the Standing Committee of Phu Tho Provincial Party Committee on increasing staff at the commune level to ensure both quantity and quality so that the operation of the two-level local government is smooth, ensuring effectiveness and efficiency.
Accordingly, in this period, the whole province has 50 civil servants and public employees (21 civil servants, 29 public employees) of the provincial government sector to work in 36 communes and wards in the province. Of which, 4 comrades will work in 4 communes in Phu Tho area; 25 comrades will work in 19 communes and wards in Hoa Binh area; 21 comrades will work in 13 communes and wards in Vinh Phuc area.
Thus, up to now, Phu Tho province has mobilized 102 government officials; 38 provincial Party and mass organization officials to communes; reinforced and seconded about 150 provincial officials and civil servants to communes for 3-6 months to help carry out professional tasks; and mobilized about 100 civil servants from communes and wards with surplus to communes with shortage.
Assigning tasks to civil servants and public employees, Chairman of the People's Committee of Phu Tho province Tran Duy Dong hopes that the mobilized comrades will uphold their sense of responsibility, quickly catch up with the work at the grassroots level, be close to the people, and wholeheartedly serve the people; at the same time, constantly train and strive to become important nuclei in the commune-level government apparatus.
The People's Committees of communes and wards need to proactively arrange and assign tasks reasonably so that civil servants and public employees can promote their abilities and strengths; at the same time, pay attention to and create the most favorable conditions in terms of working environment, accommodation and living conditions so that they can work with peace of mind.
Chairman of the People's Committee of Phu Tho province Tran Duy Dong said that mobilizing cadres, civil servants and public employees to work at the commune level not only solves immediate needs but is also a strategic solution, contributing to improving the quality of human resources at the grassroots level, meeting the requirements of building and developing Phu Tho province in the new period.
Therefore, in the coming time, provincial departments, branches and sectors will continue to review and assign 10 civil servants and public employees to each department and sector on secondment to the commune level for 3-6 months; closely coordinate with the People's Committees of localities, regularly monitor and grasp the situation, promptly remove difficulties and obstacles; ensure serious and effective implementation of the Conclusion and Plan of the Provincial Party Standing Committee.
Urgently deploy plans to train and improve the capacity of cadres, civil servants and public employees at all levels through various forms to improve professional knowledge, administrative management, skills in applying technology, information, innovation and digital transformation.
