'4 on-site' motto to respond to Storm No. 11 at educational institutions

GD&TĐ - The Education sector responded to Storm No. 11 according to the "four on-the-spot principle" in the context of being continuously affected by Storms No. 9 and 10.

The Minister of Education and Training issued Official Dispatch No. 1753/CD-BGDDT to the Directors of the Departments of Education and Training of provinces and cities from Hue on overcoming the consequences of Storm No. 10 and proactively responding to Storm No. 11.

The dispatch stated: Storm No. 10 has caused heavy rain, flooding, and flash floods in many provinces from Hue onwards, causing great damage to school facilities, especially in Ha Tinh , Nghe An, and Thanh Hoa; many localities had to let students stay home from school to ensure safety.

According to the National Center for Hydro-Meteorological Forecasting, Storm No. 11 entered the East Sea on the night of October 3. The strongest wind near the storm's center is level 8 (62-74km/h), gusting to level 10. Moving in the West-Northwest direction at a speed of 15-20km/h, it is likely to affect mainland Vietnam in the coming days.

Pursuant to Official Dispatch No. 182/CD-TTg dated October 1, 20251 and Official Dispatch No. 183/CD-TTg dated October 2, 20252 of the Prime Minister; to promptly overcome the consequences of Storm No. 10, quickly stabilize teaching and learning activities, and be ready to respond to Storm No. 11, the Ministry of Education and Training requests the Departments of Education and Training of provinces and cities from Hue and beyond to implement the following contents:

Firstly, strictly implement the Prime Minister's instructions in dispatches No. 182/CD-TTg and 183/CD-TTg.

Second, direct educational institutions to mobilize staff, teachers and local mass organizations to carry out general cleaning and disinfection of classrooms, ensuring a safe and clean learning environment as soon as the water recedes.

Third, report to competent authorities to direct specialized agencies to review and evaluate the safety level of school buildings, paying special attention to items such as school gates, fences, roofs, trees in the school yard, classrooms and other auxiliary buildings for timely renovation and repair, ensuring safety for students, staff and teachers.

Fourth, prepare fully facilities, teaching equipment and other conditions to welcome students back to school as planned.

Fifth, regularly monitor, update information and prepare plans to prevent and respond to Storm No. 11 according to the "four on-the-spot principle" in the condition of being continuously affected by Storms No. 9 and 10.

Sixth, continuously update information, summarize damages, report to the Provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training to summarize and report to the Government.
