Mong Cai Ward 2: Ensuring security from the grassroots

Established on the basis of merging Ka Long ward, Ninh Duong ward and Van Ninh commune, Mong Cai 2 ward

is a locality with a particularly important strategic position in terms of national defense and security, a border area both on land and at sea of ​​the Fatherland, and at the same time a center of border economy and trade.   Therefore, this is also an area with potential risks of complex security and order and social evils.

The Provincial Police Department awarded collectives of Mong Cai 2 ward with outstanding achievements in implementing the movement "All people protect national security" at the 2025 National Day for Protecting National Security.

Clearly identifying the local characteristics, in order to maintain political security, order and social safety in the area, the Party Committee and the government of Mong Cai 2 ward have paid attention to leading and directing the extensive implementation of the movement "All people protect national security", mobilizing the active participation of the masses. The movement is closely linked with socio-economic development programs, building civilized urban areas, sustainable poverty reduction and preserving local cultural identity.

Activities of propaganda, dissemination, legal education , mobilizing the masses to participate in denouncing crimes, maintaining security and order right from the grassroots level have been actively deployed. In particular, localities focus on coordinating with functional forces to promote propaganda on drug prevention and control and warn about some methods and tricks of subjects taking advantage of to buy, sell, and illegally transport drugs; propagating the contents of the Vietnam Border Law, the National Border Law and related sub-law documents; legal provisions on handling administrative and criminal violations, impacts on the economy, environment, and people's health due to smuggling and illegal transportation of goods and drugs across the border...

At the same time, the movement of the People to Protect National Security is closely linked with socio-economic development programs, building civilized urban areas, sustainable poverty reduction and preserving cultural identity. Thereby, contributing to raising people's awareness and sense of responsibility in preventing and combating crimes, social evils and building a solid people's security posture.

Along with that, the building and replication of good models and effective methods in the movement of All people protecting national security and order is always focused on by the Party Committee and the ward government. Typical models include: People's self-defense, self-management, and security and order maintenance groups; reconciliation groups in 18/18 areas, and inter-family solidarity groups; Ka Long Secondary School model says "no" to giving vehicles to people who are not qualified to drive vehicles; cleverly propagandizing and mobilizing people in the area to equip and use fire extinguishers at home...

Villages and residential areas also cooperated with the police force to organize propaganda on the Law on Drug Prevention and Control, the Law on Residence, the Law on Order and Road Traffic Safety, the Law on Fire Prevention and Fighting, the Law on Cyber ​​Security, the Law on Immigration... In early September, the People's Committee of Mong Cai 2 Ward coordinated with the Fire Prevention and Fighting and Rescue Police Department (Provincial Police) to organize a conference to propagate and train fire prevention and fighting and rescue skills; mobilize the dismantling of iron cages and "tiger cages"; and open second escape routes for residential buildings in the area.

Previously, in early August, the Mong Cai 2 Ward Police coordinated with the Ward People's Committee to launch a high-point campaign to attack and suppress crimes to ensure security and order, creating favorable conditions for the operation of the 2-level local government model, ensuring absolute safety for Party congresses at all levels leading up to the 14th National Party Congress and activities to celebrate the 80th anniversary of the August Revolution, National Day September 2, and the 80th anniversary of the People's Public Security Forces; coordinated with the Ward Fatherland Front to successfully organize a police conference to listen to people's opinions; and at the same time coordinated with the Bac Son Border Guard Station to launch the model "Peaceful Ward and Commune - No Illegal Immigration"...

Mong Cai 2 Ward Police also stepped up the work of grasping the situation, patrolling, controlling, and conducting administrative inspections in the area. Especially drug-related crimes. Just counting the time after the merger, Mong Cai 2 Ward Police arrested and handled 12 cases, 22 subjects with illegal drug trafficking and illegal drug possession, and illegal drug use; case files and subjects were handed over to superior agencies for handling according to regulations. Compiled files to apply compulsory drug rehabilitation measures to 5 cases and mobilized 7 subjects to voluntarily go to drug rehabilitation...
