'Sweet fruits' from special policies in the west of Hai Phong

Since the beginning of the year, many patients at the Internal Medicine Department, Nam Sach Medical Center have been examined, treated, cared for and served by a number of young, dynamic female doctors. These are doctors recruited under the special policy of Hai Duong province in attracting and rewarding medical personnel to improve the quality of care and health of the people.

Young female doctor Mac Thi Thu (born in 1999) is a new doctor at the department recruited in February 2025. According to Resolution No. 39/2024/NQ-HDND dated December 11, 2024 of the People's Council of Hai Duong province promulgating regulations on policies to support training, attraction and treatment of medical human resources at public agencies and units under the management of Hai Duong province for the period 2025 - 2030, doctor Thu received a one-time support amount of 150 million VND when returning to her hometown to work.

"When I graduated, I really wanted to return to my hometown to work and contribute. Being supported with this amount of money gives me more motivation and joy when I return. This is also a responsibility and an urge for us to work hard and take care of people's health to be worthy of the love and respect of our homeland," Dr. Thu shared.

Along with Dr. Thu, at Nam Sach Medical Center, there is also a female doctor who was recently recruited under the special policy of Hai Duong province in the past and is still being applied. After only a few months of applying Resolution No. 39 with incentives more than double the old level, the health sector of Hai Duong, now Tay Hai Phong, has attracted dozens of doctors to work. This contributes to solving the shortage of human resources in the medical sector, allowing people to enjoy better quality health care.

Among the special policies of the former Hai Duong province are many social security policies such as supporting each preschool teacher at public schools with 1 million VND/month.

The disadvantaged also benefited from previous support policies of Hai Duong province. On December 11, 2024, the People's Council of Hai Duong province issued Resolution No. 37/2024/NQ-HDND promulgating regulations on supporting members of poor households and households escaping poverty in Hai Duong province. The total monthly income support amount is nearly 9.2 billion VND/month (more than 109.8 billion VND/year).

In An Phu commune, there are currently 91 cases supported under this policy with a total amount of more than 66.3 million VND/month. Adding this support, each person receives a total subsidy of about 1.5 million VND/month. For many families in difficult circumstances, this amount has been and is helping them a lot in making ends meet.

Since the beginning of the term, Hai Duong province has issued over 30 special policies. In 2024 alone, the Provincial People's Council passed 11 resolutions on special policies, including 9 policies on social security.

The policies that have been issued have been put into practice and directly benefited by the people. The joy, excitement and gradual improvement in people's lives are the first, obvious results thanks to the local's specific policies.

Creating development momentum

Not only contributing to improving people's lives, special policies are also the driving force for socio-economic development.

During its term, the People's Council of Hai Duong province issued a policy to support workers who have been trained at vocational training institutions in the province.

This policy supports workers who have completed vocational training at elementary, under 3 months, intermediate and college levels at vocational training institutions in the province. Key industries, in the list of priority supporting technology products for development in the province such as mechatronics, information technology, logistics are highly supported.

The policy has created a new perspective on vocational training, increased competitiveness and attractiveness of vocational training to students to enhance training of high-quality human resources. "Currently, my training major has a 70% reduction in tuition fees, each month of study only costs a few hundred thousand VND. Now with the additional support policy previously issued by the Hai Duong Provincial People's Council, we can also receive one-time support when graduating if we work at a business in our hometown. That is an attractive opportunity," said Mr. Nguyen Quoc Thu, a student of the Faculty of Electricity, Hai Duong Vocational College excitedly.

The students who have been trained in this profession when graduating will be dynamic and knowledgeable engineers on construction sites and in factories. That is the potential and strong driving force to develop the economy towards industrialization and modernization, especially in the period after the merger of Hai Duong - Hai Phong with a large economic scale, the demand for high-quality human resources is increasing.

In addition to the above policies, the former Hai Duong province has issued many specific policies in the fields of investment incentives, administrative procedure reform, business environment improvement... Over 30 specific policies in the fields are still being applied in the western area of Hai Phong city with a long-term vision, bringing the first results and creating momentum for sustainable development in the future.
