Management and use of public assets according to standards and norms

The City People's Committee has just issued Official Dispatch No. 2053/UBND-STC on implementing Directive No. 23/CT-TTg of the Government on management and use of public assets.

The City People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies and units to review and advise competent authorities to issue documents related to the management and use of public assets as a basis for implementation to ensure compliance with standards and norms, avoiding waste of public assets.

Agencies, units and localities thoroughly grasp and continue to direct the full, serious and urgent implementation of the Prime Minister's directives, legal documents and instructions of the Ministry of Finance , the Department of Finance and relevant specialized departments on the management, use and exploitation of public assets; infrastructure assets invested and managed by the State to improve the efficiency of public asset use and avoid loss and waste of public assets.

In the process of making construction investment estimates, public asset procurement must be linked to the actual state of public assets, based on the necessity based on standards and norms approved by competent authorities, must be closely assessed right from the time of making, assigning budget estimates, approving investment policies, purchasing, repairing, upgrading public assets, controlling expenditures and settling the budget; reviewing and thoroughly handling damaged public assets that cannot be used in accordance with the provisions of law.
