The discussion contents include the work reports for the 2021-2026 term of the President and the Government; the draft work report for the 15th term of the National Assembly; the work reports for the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the State Audit; the work reports for the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy .
Delegates basically agreed with the content of the draft. The report was carefully prepared, comprehensive, clearly structured, fully reflecting the results of the National Assembly 's activities throughout the term, especially demonstrating the spirit of innovation, courage and intelligence in performing the functions of constitution-making, legislation, supreme supervision and deciding on important issues of the country.
However, through studying the draft report and practical activities, delegate Ma Thi Thuy commented: Regarding legislative work, it is necessary to more deeply assess the practical impact of a number of important laws such as: Law on Government Organization and Law on Organization of Local Government (amended), associated with the implementation of the urban government model, streamlining the apparatus, decentralization, and stronger delegation of power; Law on Public Investment and Law on Bidding (amended), with impacts on disbursement efficiency and quality of infrastructure investment; Law on Electronic Transactions, Law on Digital Technology Industry, related to digital transformation and innovation.
Delegates requested that the report clearly state the results of reviewing and handling conflicts, overlaps and inadequacies in the legal system ; defining responsibilities between agencies in the legislative process and developing a roadmap to amend and consolidate related documents to ensure consistency and feasibility. At the same time, it is necessary to evaluate the effectiveness of collecting opinions from the people, experts and scientists in the law-making process, which is a key factor in improving the quality of legislation in the coming term.
Regarding supervision work, delegates suggested that it is necessary to supplement specific data on the proportion of supervision resolutions that have been fully implemented by the Government, ministries, branches and localities; clearly indicate the contents that are slow to be resolved, the causes and responsibilities. It is recommended to establish a mechanism for regular supervision and re-supervision of supervision conclusions and resolutions, to avoid the situation of "after supervising, leaving it there". The National Assembly can build a digital database to track the implementation of recommendations after supervision, helping delegates, voters and relevant agencies to easily look up and update progress, ensuring publicity and transparency.
Regarding the National Assembly's operating methods, delegates suggested that in order to meet the requirements of the digital age, it is necessary to complete data infrastructure, ensure safety and security, and simultaneously connect with the operating systems of the Government and localities.
In addition, it is necessary to improve the quality of discussions and debates in the hall and groups, and promote the proactive role of delegates in proposing legislative initiatives and supervisory recommendations. It is recommended that the summary report clearly analyze the innovations in the process, session time, voting forms, and opinion collection, etc. to draw lessons for the next term.
Regarding the activities of deputies and National Assembly delegations, delegate Ma Thi Thuy suggested that the National Assembly and the National Assembly Standing Committee pay attention to allocating more resources, means, and operating conditions for National Assembly delegations in provinces, especially in mountainous areas. At the same time, continue to innovate the form of contact with voters, associated with topics, direct dialogue, and applying digital technology to listen to and reflect people's opinions more promptly.
