Detailed planning 1/500 needs to fully arrange public service facilities.

Regarding this project, recently, Mr. Ho Quang Buu also chaired a meeting to discuss a number of issues regarding the 1/500 detailed planning of the Nam Hoi An resort in Duy Xuyen district and Thang Binh district, phase 1-B.

After listening to the report of Nam Hoi An Development Company Limited, the opinions of the Department of Construction and the opinions of participating agencies and units; Vice Chairman of the Provincial People's Committee Ho Quang Buu requested the Department of Planning and Investment, the Department of Construction and related Departments and branches to actively coordinate and guide the company to prepare documents to adjust the 1/500 detailed planning.

During the process of appraising the detailed planning dossier 1/500, the Department of Planning and Investment is requested to promptly provide relevant documents to promptly resolve issues related to the project boundary scope in each phase... to ensure sufficient legal basis for investment for the organization of appraisal and submission for approval of the project.

The Department of Construction shall conduct the appraisal when it has ensured full compliance with the processes and procedures prescribed by law on investment, land, environment, planning, construction, etc. of the project.

Ensure compliance with the conditions for planning adjustment according to legal regulations; do not legalize violations, do not repeat violations that have been pointed out by inspection, examination, and audit, and do not create new violations. For the contents that have not yet been agreed upon, preside over and coordinate with relevant agencies and units to reach a consensus on resolving them in accordance with regulations.

The Department of Construction also needs to guide Nam Hoi An Development Company Limited to receive and explain in accordance with the law on investment and other relevant laws; in case of any problems, promptly coordinate with relevant units to guide the company to complete the dossier in accordance with regulations.

In particular, regarding the arrangement of motorized traffic routes along the coast to ensure national security and defense activities, the opinions of the Department of Industry and Trade related to the scale of power supply of the project, the opinions of the Department of Agriculture and Rural Development related to forest land (if any) in the Nam Hoi An resort project; the opinions of the Quang Nam Provincial Inspectorate on the implementation of the project must ensure full legal compliance on investment; on the arrangement of additional public utilities associated with the parking lot as oriented in the approved zoning planning documents, the Department of Construction has proposed.

The Vice Chairman of Quang Nam province also suggested that in the process of researching and completing the planning project, it is necessary to arrange and distribute architectural space and urban landscape in accordance with each functional area, in which it is noted to arrange full public service facilities in the beach access area associated with public parking lots, organize water surface space to ensure environmental safety, and assess environmental impacts before implementing the project according to current legal regulations.

The $4 billion project is divided into seven phases.

The Nam Hoi An resort project was granted an Investment Certificate by the People's Committee of Quang Nam province on December 10, 2010, the first change certificate was issued on March 23, 2015, the Chu Lai Open Economic Committee granted the second change certificate on August 2, 2016, and the Department of Planning and Investment of Quang Nam province certified the third change certificate on September 28, 2020.

The project covers an area of ​​985.6 hectares, located in Duy Hai and Duy Nghia communes (Duy Xuyen district) and Binh Duong (Thang Binh district).

The investor is Nam Hoi An Development Company Limited, a member of VinaCapital Group.

The project is divided into 7 phases with a total investment of 4 billion USD. Phase 1 was developed on an area of ​​163 hectares with an investment of 500 million USD, including an 18-hole golf course with international competition standards and a 1,000-room resort, which has come into operation.
